An O&M Specialist 3 job is a non-journeyman skilled labor position that performs operation and maintenance tasks as required for the safe and efficient operation of a Power Generation Facility. The required mix of primary and secondary skills is variable and is determined by the needs of the particular facility. Typically, an incumbent will perform tasks from any or all of the areas described below, and/or other duties as assigned by management. The duties listed below assume that the O&M 3 operator has completed his training to be fully competent in each skill.

Job Responsibilities

Primary Operations Duties:

  • Operates, monitors and troubleshoots all main and auxiliary equipment related to steam boilers, heat recovery steam generators, steam turbines and gas turbines, hydro-turbines and pump storage units and generators.
  • Maintains operating logs, records and data files.
  • Coordinates with system operators to meet the needs of the power system.
  • Performs sampling, analysis and treatment of various plant processes such as water, steam, condensation, fuel and chemicals
  • Monitors and maintains all analytical equipment used in the chemical area.
  • Maintains necessary chemical supplies.
  • Prepares required reports.
  • May sample or analyze material for asbestos.
  • Ensures proper handling and storage of chemicals and waste according to permits, rules, and regulations.
  • Monitors various plant chemistry parameters and initiates corrective action when appropriate.
  • Uses and applies appropriate sampling methodology to determine water quality.

Education

High School, GED or Equivalent.

Experience

Minimum Requirements:

Occupation code 5886 (VAL) or 5888 (CGS, NGS, Hydro). Successful completion of O&M Specialist 2 Progressionary Training Objectives or equivalent skills and knowledge.
Successful completion of the appropriate Primary Skill Training Program, successful challenge or equivalent skills and knowledge.
Successful bid evaluation.
Occupation code 5887 (VAL) or 5889 (CGS, NGS, Hydro) (training complete). Successful completion of O&M 3 Progressionary Training Objectives or equivalent skills and equivalent.

Applicant or incumbent must:

Be at least 18 years of age
Have a high school diploma or GED
Possess a valid driver’s license
Pass the O&M aptitude test
Successfully complete the interview process
Pass physical agility test

Training Objectives:
Training objective is the completion of training curriculum including both defined O&M 3 Primary and Secondary skills program. Primary and Secondary Skill curriculum will be assigned by each facility to meet the needs of facility operation. All primary and secondary skill training should be completed within two years from the date of promotion to this job but may vary due to work demands. Both the primary and secondary training curriculums can and will change. Secondary skills may be directed to a single skill area or a custom blend of two or more skill areas. Mandatory Regulatory Training includes clearance procedures, OSHA, environmental, safety et cetera.

Progressionary Training Objectives:

Completion of all O&M 3 Specialist Primary training and 250 hours of Secondary Skills training. The 250 hours of secondary skill training are the hours needed to receive upper level of pay only and may not be the total secondary skill hours required for the job. The secondary skill curriculum will vary based on business needs and conditions.

Failure to complete the O&M 3 curriculum, testing and Job Performance Measures in the specified amount of time will result in either a) an opportunity to bid on another position or b) a demotion back to O&M Specialist2, T/A position.

Certifications or Testing Required

Must possess the appropriate valid Arizona driver’s license.
Appropriate respirator medical certification, fit test and training required.

Additional Maintenance and/or Railroad duties (as may be assigned within demonstrated qualifications).

  • Performs maintenance and preventative maintenance on all phases of boiler, turbine, generator and auxiliary equipment, including diagnostic repairs.
  • Operates various equipment such as forklifts, hoists and lifts including rigging of materials.
  • Uses a variety of instruments and tools such as precision measuring devices, hand tools, portable heating devices and cutting tools.
  • Performs various lifting and rigging techniques and regulations.
  • Manages the use of chemicals and waste according to permits and regulations.
  • Performs a variety of surface preparation and coating work such as sandblasting, cleaning and painting.
  • Performs Scaffold building, sheet metal fabrication, insulation, carpentry and concrete work.
  • Operates heavy and mobile equipment to perform tasks such as maintain roads, grounds, railroad and the coal pile including the disposal of ash and other waste materials. Equipment certifications are required and CDL may be required.
  • Inspects, operates and monitors coal conveying, stacking/reclaiming and sampling equipment for safe operation.
  • Operates a track mobile.
  • Performs arc welding and other welding/joining processes, surface and joint preparation, cutting, layout, set up and rigging. Certifications for certain welding processes are required.
  • Determines or verifies proper materials being used.
  • Operates train (loaded and unloaded), assists in moving, yard switching, connecting and dumping of coal cars. Performs track, catenary and locomotive inspections.
