Tacoma Power's Transmission & Distribution (T&D) section is looking for a Contract Program Manager to join their team. In this position you will lead and perform all phases of formulation, development, negotiation and administration of material, service, and public works and improvement contracts. In this role you will be expected to effectively organize multiple assignments involving competing priorities. Some of those assignments include market analysis, forecast of economic conditions and post-project review of achievements; actively provide contract compliance oversight including fund reporting and progress of delivery date expectations; provide audit support to ensure goods and services conform to contract terms and specifications; and manage relationships with internal and external customers.

Primary Responsibilities:

  • Organize, execute, and manage all phases of development, evaluation, negotiation and awarding of material, service, and public works and improvement contracts in accordance with the Tacoma Municipal Code, Washington State regulations and City of Tacoma purchasing policy manual. Currently managing 35 agreements totaling $26M for the 2023/24 biennium.
  • Develop, recommend, and manage the T&D Distribution Transformer purchase biennium budget. Prepare expenditure projections, monitor fund balance, and draft the supporting business case analysis. Coordinate with internal stakeholders to forecast transformer usage and manage material requirements planning to ensure sufficient on hand inventory.
  • Conduct inter-departmental meetings involving multiple stakeholders in order to communicate expectations throughout the bid solicitation drafting. Interact with senior management, T&D technical experts, Purchasing, Legal, Power Warehouse and external agencies in order to develop accurate and thorough bid documents to meet project objectives. Review and evaluate the accuracy of proposals, verify insurance and bonding documents, confirm submittal of required EIC/LEAP documentation.
  • Prepare and present effective oral and written communications and presentations. Perform analytical duties and tasks related to agreement development and management, recommend specific actions to management based on needs forecast, analyze alternative courses of actions as it pertains to contract usage and technical resources.
  • Participate in the development of the technical provisions section of informal and formal level contracts. Participate in the collection and evaluation of technical data. Tasks include field observation of installations, interviews with suppliers, factory inspection tours and familiarization of ANSI, IEEE and ASTM standards to ensure supplier compliance with specifications.
  • Represent the department at Board of Contracts and Awards and Public Utility Board meetings. Prepare supporting evidence to substantiate the department’s recommendation. Perform post-project analysis to determine if goals are met and performance measures are achieved.
  • Oversee contract usage and monitor vendor’s performance to ensure goods and services conform to contract requirements. Resolve supply and performance issues; conduct material inspections, request warranty repairs. Evaluate contract effectiveness, make and/or recommend modifications including analysis on potential financial and/or utilization impacts. Implement contract fund increases, market price adjustments, term extensions, and track expenditures.
  • Manage the Tacoma Power Prequalified Electrical Contractor program. Coordinate advertisement of the annual program posting and review applications to confirm adherence to state requirements.

Qualifications

  • Bachelor's degree in public or business administration or directly related field
  • 4 years of progressively responsible analytical and/or program coordination/management work in area related to assignment
