Under general direction, oversees and ensures the integrity of City elections, City records, and codification of legal documents adopted by the City Commission; acts as Supervisor of City Elections; supervisor of City Records Management and Records Disposition Program Administrator; administers the City’s records management program and coordinates the logging, filing and scanning/microfilming of municipal records and files; oversees the preparation of documents for storage and purging; insures the safekeeping of records in compliance with applicable laws and City policies and the ability to retrieve documents as needed; attend/participate in all City Commission meetings; prepare and maintain the official minutes of all meetings of the City Commission/Community Redevelopment Agency/and Ad Hoc committees; serves as the Official Records Custodian and Official Custodian of the Seal of the City. Maintains and fulfills public records requests in citywide database; participate in task force assignments, attends meetings, and prepares report; prepares, countersigns, and attest to all Official City documents; supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing working, counseling, and discipline and completing employee performance appraisals; administers oaths and affirmations; publishes legal notices and gives notice of public meetings; codifies and records all laws, ordinances, resolutions, and legal documents adopted by the City Commission; maintains lobbyist registration database, domestic partnership registry, and cemetery sales; updates city website with election and meeting minutes information; and performs other related duties as assigned.

Salary


Depending on qualifications the starting salary for this position will be in the range of $88,461 - $136,672 (GM04)

Qualifications

Bachelor’s degree with a major in Public Administration, Business Administration, Law, Social Sciences or any related field (education will be verified using the “Education Requirements” listed below) and six (6) years of progressively responsible administrative experience work to include supervision and retention of public records, law, finance, municipal office administration, or related office environment, or any equivalent combination of training and experience is required. One (1) year of supervisory/managerial experience is required.

Must possess the Certified Municipal Clerk Certification (CMC) or the ability to obtain certification within six (6) months from date of employment.

Local government experience is highly desirable. Master Municipal Clerk Certification is desirable.

A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.


International degrees will be evaluated to determine if they satisfy qualification requirements.

The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method.

State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.

The City of West Palm Beach allows remote work assignments for certain job classifications and under certain conditions in accordance with Remote Work Policy 4-20.
