  • Qualifications

General Responsibilities Accountable to the Port Engineer for:

  • Safety of the vessel and the health and safety of all personnel (This is a legal requirement as laid down by the Merchant Shipping Acts);
  • Implementation of all deck and topside marine operations required by the Client’s Representative as communicated by the Project Superintendent;
  • Availability and efficiency of the vessel and all systems on board (the Master shall liaise closely with the Department Heads in this respect);
  • Safe navigation and operation of the vessel as well as its seaworthiness and stability;
  • Maintaining discipline and order on board and enforcing company policy with regard to drugs, alcohol and personnel hygiene standards;
  • Certification and Classification of the vessel with regard to Statutory Surveys;
  • Administration, preparation and submission of all statutory logbooks and reports;
  • Administration, preparation and submission of all C-Dive, LLC reports;
  • Ensuring that all accidents/incidents are reported immediately through the appropriate chain of contact and followed up by a written report within 24 hours;
  • Ensuring that hazardous occurrences (near miss) should be reported within 24 hours;
  • Signing crew members onto and off of the vessel’s Articles;
  • Ensuring that all charts and relevant publications are in date;
  • Ensuring that procedures for Change Control (e.g. lightship changes)are complied with HSE Responsibilities
  • Organizing safety and emergency drills and musters (These should fit in with the vessel’s schedule whenever possible);Compliance with environmental policies;
  • Ensuring that all personnel joining the vessels for the first time are made familiar with the Safety Management, HSE and Quality Assurance systems including all requirements and lifesaving appliances;
  • Implementing and monitoring the “Permit to Work” system;
  • Ensuring the vessel is maintained in a state of readiness as an emergency support/intervention vessel at all times (This shall include the conducting of all regular drills and training);
  • Ensuring safe operation of the vessel with regard to activities;
  • Carrying out routine and regular inspections of the vessel with emphases on safety, cleanliness, hygiene, safety equipment and personnel working practices and procedures;
  • Ensuring adequate safe systems of work are adopted for all vessel activities according to any relevant safety regulations and procedures;
  • Ensuring that hazardous materials are properly stored and stowed, ensuring that appropriate warnings and records are posted and maintained;
  • Conducting of incident investigation (The Master may delegate this responsibility to a competent officer);
  • Arranging for the investigation and reporting of all incidents to the HSE department, Marine Manager or Project Superintendent and other appropriate authorities;
  • Ensuring that Statutory Requirements for medical supplies are complied with and that all necessary precautions are taken to prevent the spread of disease;
  • Ensuring that precautions required by the local health authorities are enforced and that all crew members are immunized as required, depending upon location, and that all vaccination certificates are in date; Ensuring compliance with the CMC HSE “Incident Reporting” procedure; Ensuring that all personnel wear personal protective equipment and protective clothing fitting the activity as outlined in the CMC Safety and HSE Manuals or Client Authority
  • The Master is the legally appointed representative of the Company and is responsible, under existing law for the vessel. With respect to safety and pollution prevention, the vessel Master has complete and overriding authority and responsibility to make decisions with respect to the operation of the vessel and to request the Company’s assistance as necessary.
  • The Master’s first consideration shall be the safety of life and the vessel and the environment. The vessel’s work program, any other instruction or convenience must never justify the taking of any risk which may endanger life, the vessel, or cause any hazard or damage to the environment.
  • To this end, the Master has the authority to veto the start, or order the termination of, any underwater operations. The Master should communicate and coordinate such decisions with the Project Superintendent or relevant Supervisor. He does not have the authority to order the start or continuation of the underwater operation contrary to the judgment of the Project Superintendent or Supervisor. Reporting The Master reports to the assigned Port Engineer via CMC Shore Base (Houma) on operational matters. Responsible for the preparation of daily e-mail report to the shore base office (in consultation with the Project Superintendent and Chief Engineer / Mechanic); the Monthly Vessel Report; disciplinary and personnel assessment records as required for deck and catering staff;m“Master’s Standing Orders” to navigating and crew.
  • Coordinating Obligations

The Master shall coordinate with the Client’s Representative, Project Superintendent, Chief Engineer / Mechanic, Mate and any other relevant Manager necessary for the safe and efficient operation of the vessel.
