The Department of General Services, Division of Engineering and Buildings, is responsible for the administration and enforcement of the Virginia Uniform Statewide Building Code as it relates to buildings on state property, for developing state policies and procedures on the procurement of professional and construction services and for establishing accessibility standards for state owned buildings.

We are seeking a qualified Capital Outlay Program Reviewer to perform tasks related to the administration of the Commonwealth’s Capital Outlay process including tracking, reporting, estimating, and the analysis of construction costs, design constructability, program and scope.

Minimum Qualifications
Bachelor Degree in Building Construction, Architecture or Engineering with emphasis in building systems preferred; or equivalent combination of training and experience.
Experience working in Construction Management, Architecture or Engineering disciplines.
Experience in project budget controls and reporting.
Substantial experience in preparation and analysis of detailed construction Cost Estimates and reports. Must be certified or be able to obtain certification as a Certified Professional Estimator through the American Society of Professional Estimators within 1 year of hire.
Substantial experience in building systems analyses, design and construction practices for a variety of facility types, sizes and uses.
Experience in building site and utilities layout, and in construction administration.
Experience in building code analyses and design of building systems for a variety of facility types & sizes, and of construction practices, and of proper procedures for preparation of plans and specifications.
Practical experience necessary to analyze construction documents, materials, methods, and procedures.
Knowledge of the administrative aspects of the building design and construction process and the ability to understand and apply the administrative requirements of capital projects.
Ability to review forms for proper content, math errors and completeness of information.
Must have good skills in working with professional level project management, finance, budgeting and administrative staff.
Ability to prioritize and scheduling his/her assigned workload to meet both normal completion schedules and special deadlines established by the supervisor.
Ability to understand and administer the procedures and requirements of the Capital Outlay processes.
Ability to use word processing software to produce written documents and to use spreadsheet and database software to accurately produce data and reports.
Ability to communicate effectively orally and in writing.
Computer expertise should include: strong computer skills and knowledge, databases, Excel, email and internet
Ability to provide training on the procedures of the electronic processing of forms.
Virginia driver’s license is required.

Preferred Qualifications
Experience in the utilizing the Commonwealth’s Building Information Tracking System (BITS) application.
Experience with and knowledge of the Commonwealth of Virginia’s Construction and Professional Services Manual.

Special Requirements
Occasional on-site visits to construction sites, which include walking over rough terrain outdoors in extreme heat and cold and in noisy environments. The employee is required to stand, climb, kneel, crouch, and crawl. Employee must use hands to hold, handle, grasp, pinch, or feel. Required to wear personal safety protective equipment, including safety helmet and safety glasses. Employee must lift and/or move up to 30 pounds.

The selected candidate will be required to complete a Statement of Economic Interests upon hire. This position is designated as sensitive and a fingerprint-based criminal history check will be required of the final candidate. This position requires driving and a DMV check will be required by the final candidate.
