The Virginia Alcoholic Beverage Control Authority is seeking a Business Analytics Manager with exceptional analytical, organizational, and oral and written communication skills, attention to detail, and the ability to manage multiple initiatives at once. The successful candidate will be responsible for managing one of the two primary towers of accountability in Strategy & Analytics: analytics. This role will manage a team of analysts to support various divisions across the Authority in their analytical needs, both for recurring reporting needs and ad hoc analysis projects, and will act as a subject matter expert for analytical topics. The Business Analytics Manager will be responsible for managing relationships with multiple division leaders, partnering with them to help facilitate data driven decision making, and supporting those division leaders in achieving both divisional and Authority goals and priorities.

Core Job Responsibilities:

Performance Management
  • Lead by example, driving team engagement and delivering a team culture that values associates and has clear expectations
  • Oversee team of analysts to ensure that team output is accurate, objective, insightful, and meets customer needs and/or service level agreements
  • Coach, develop, and mentor analysts to grow in their roles, in terms of capabilities, living Authority values, and career trajectory/capabilities
Reporting
  • Deliver reporting as needed across the Authority, on the varying cadences required
  • Examples of this include Authority Key Performance Indicators and Weekly Sales
Program/Project Analysis
  • Collaborate with Authority partners to evaluate various projects or programs for effectiveness via available data sources
  • Prepare reporting that explains the analysis, highlights important themes and/or recommendations, and communicate reporting both digitally and in person
  • Escalate results as appropriate when issues/concerns are noted
Process Improvement
  • Collaborate with Divisions in order to provide an external review of existing processes in order to highlight areas of opportunity
  • Work with Divisions to implement areas of opportunity, and perform lessons learned
Develop Tools
  • Develop tools as needed to help Divisions to be able to self-manage certain analytical capabilities, or perform more efficiently
  • Examples of this include SKU Optimization tool and the Delisting tool
Data Expertise
  • Develop effective PowerBI strategies and analytical solutions
  • Partner with other Divisions on data needs, to include highlighting what is currently available, and what’s not available
  • Partner with the IT Division to help identify datasets for inclusion in the Data Warehouse based on divisional needs
  • Provide data to both internal and external partners as needed


Minimum Qualifications
  • Graduate from college or university with course work or degree in business administration, operations research, public policy, or related field
  • Experience in business analysis, financial analysis, or policy analysis
  • Experience that includes managing other associates
  • Experience with business intelligence or data visualization tools, and data query tools and processes

Preferred Qualifications
  • Preferred: Master’s degree in business or public administration
  • Preferred: lean process experience such as Six Sigma
  • Preferred: experience in retail sales or spirits industry.
