To achieve our mission, we provide a wide range of programs for low- and moderate-income residents, including our Community Care for Kids (CCK) program. CCK is a childcare resource and referral program that consists of a variety of services designed to help families make educated childcare choices, improve the affordability of childcare for income eligible families, and increase the quality and availability of childcare services.

Under the supervision of the Program Director, assists in developing and administering Community Care for Kids (CCK) in compliance with funding source and agency regulations, including Massachusetts Department of Early Education and Care (EEC), and private grants. Responsible for the operations of the billing system. Responsible for providing comprehensive information, referral, and follow-up services to families; maintaining accurate records for subsidy eligibility for families receiving subsidies.

1. Responsible for the monitoring and payment processing of non-contracted voucher providers to include desk reviews and fiscal monitoring to identified programs.

2. Provides expertise and technical leadership to staff and providers on specific phases of billing services and fiscal monitoring regulations.

3. Follows lead agency and EEC fiscal and billing procedures. Prepare billing and subsidy management reports for CCK Program Director and Lead Agency. Communicates regularly with QCAP Fiscal Department regarding subsidy payments and provides documentation as requested.

4. Assist Program Director with collecting and compiling data and information for monthly reports, funder data reports and other reports as required by funders.

5. Provide individual counseling with parents and guardians and assess their child care needs/financial eligibility for subsidy. Provide comprehensive information related to choosing quality child care and responsibilities of maintaining a child care subsidy.

6. Complete and maintain all required paperwork, data entry and consumer files associated with issuing a childcare subsidy. Confirm any change in subsidy status with family and provider in a timely manner. Provide consultation and support to families in order to help them understand, advocate for and access services from appropriate programs, public schools, other community service providers and potential tuition subsidy sources.

7. Maintains active interest and participates in the professional field at all levels, analyzes trends or innovations in specific program area and integrates these into program services as appropriate. Represents the program in the local childcare community.

8. As a mandated reporter, adhere to QCAP’s employee handbook Suspected Abuse and Neglect policy.

9. Other duties as assigned by the Program Director.

Qualifications:

1. High School Diploma plus 1 year of advanced education

2. 3 years’ experience in directly related position, knowledge of EEC policies and procedures as they relate to program practices a plus.

3. Ability to understand complex government program regulations and assure strict compliance to them; to understand and prepare billing reports and monitor financial component of complex transfer payment program.

4. Excellent computer skills (excel, database management programs, and web based programs) and math skills.

5. Excellent organizational, written and verbal communication skills required; ability to effectively work with diverse community groups; demonstrated commitment to working on behalf of low/moderate income community.
