GENERAL DESCRIPTION:

Under limited supervision, this position acts as the primary resource for moving applicants within the Vocational Rehabilitation Program to client status and setting the stage for successful program completion. This position is responsible for the intake and orientation process, and performs the initial classification, and determines if the client's circumstances require a licensed counselor or basic case management. This position schedules necessary evaluations and collects the required paperwork so that eligibility determinations can be made. This position is also responsible for identifying clients who are at risk of not successfully completing the program and using all available tools and resources to correct their course.

This position may also give informative presentations and represent the agency at meetings or conferences.

  • Acts as the first point of contact during the application process.
  • Ensures that applicants speak to an actual person as quickly as possible.
  • Explains the vocational rehabilitation process and establish an outcome-based mindset with the applicant.
  • Assists the applicant with completing the necessary paperwork and with gathering backup documentation from other entities.
  • Completes the intake process in WINRS up to eligibility decision, and serves as the responsible party for transitioning the individual through applicant status, and referring ineligible applicants to other services.
  • Works with vocational rehabilitation counselors and assistants to schedule appropriate diagnostic evaluations to determine disability or other significant barriers to employment.
  • Assists in scheduling the initial appointment with a vocational rehabilitation counselor and becomes the primary point of contact for clients deemed only to need basic case management.
  • Ensures that all applicable information and documents are scanned into the case management system and ready for use.
  • Works with Area Manager, counselors, and assistants to ensure that clients complete their rehabilitation plan.
  • Work directly with clients who need basic case services and manage their cases to completion.
  • Focus on key status codes in the case management system that is indicative of possible failure or incompleteness and use all available tools and resources to get the client and their individual plan back on track.
  • Research status 28 closures for possible 26 successful closures.
  • Assist with reporting on caseloads and with case archiving.
  • Assist with ensuring the ongoing operations of the vocational rehabilitation program and the agency.

Qualifications


PREFERENCES:

Preference may be given to those with a Bachelor's degree in Counseling, Social Work or three to five years of work experience, or an equivalent combination of college education and work experience.
Preference may be given to those with experience working in Vocational Rehabilitation.
Preference may be given to those with experience working with persons with physical, mental, or emotional disabilities.
Preference may be given to those with customer service experience.
Preference may be given to those with Billing Reconciliation experience.
Preference may be given to applicants with knowledge of local resources and employers.

KNOWLEDGE:


  • Knowledge of research methods.
  • Knowledge of applicable laws, regulations, practices, procedures, and policies.
  • Knowledge of the procedures and policies of applicable government programs.
  • Knowledge of the Workforce Innovation and Opportunity Act.
  • Knowledge of the Rehabilitation Act of 1973 as amended and supporting Codes and Statutes.
  • Knowledge of the Wagner-Peyser Act.
  • Knowledge of the State of Wyoming software packages.
  • Knowledge of Agency and program mission and values.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-1 year of progressive work experience (typically in Benefits and Eligibility)
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Benefits and Eligibility)
