Summary:
As a member of the University and DCFS Office of the Inspector General (OIG), this position assists with and conducts investigations on all issues in child welfare. Specifically, highly confidential investigations of child death and serious physical injury, allegations and incidents of misconduct, misfeasance, malfeasance and allegations of financial malfeasance in the Illinois Child Welfare system that affect services procured for the safety and well-being of children. Provides an analysis of practices and policies as they relate to the findings in OIG investigations. Provides response and recommendations for development and delivery of curricula for remediation and training initiatives with emphasis on this in-depth extensive analysis. Assists in the implementation of other project initiatives.

Duties & Responsibilities:


  • Perform highly confidential investigations of child death and serious physical injury, allegations and incidents of misconduct, misfeasance, malfeasance, and allegations of financial malfeasance.
  • Collaborate in drafting investigative reports.
  • Conduct legislative research and track legislation impacting the child welfare system, as well as create pieces of legislation for consideration.
  • Assist and complete investigations that have implications for ongoing and future Error Reduction training.
  • Complete closing summaries on death cases that, after an investigatory records review, have been determined not to require full investigation.
  • Participate in writing and preparing the Annual Report to the Governor and General Assembly.
  • Perform other related duties and participate in special projects as assigned.

Minimum Qualifications:
1. A minimum of a Master's degree in social services, political sciences, business, or law
2. A minimum of five years' professional experience in child welfare or a related field
3. Three years' professional experience in conducting investigations in a public or business organization


Knowledge, Skills & Abilities:
Ability to conduct legislative research and create pieces of legislation for consideration
Knowledge of contracting, procurement, and budgeting within large and small organizations
Ability to manage multiple complex projects and program plans
Excellent verbal, writing, and problem-solving skills
Ability to teach and train effectively
Strong interpersonal skills

Travel Requirements:
Regular travel not expected but may occur occasionally around previously scheduled events. Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and computer keyboarding.
