Examples of Duties

Under general supervision, assists supervision in the direction, planning, and coordination of the responsibilities and activities of the Property Management Grounds Maintenance Division.

  • Assists Grounds Maintenance Division supervision in planning, supervising, and coordinating the activities of Grounds Maintenance Shop crews engaged in the maintenance and repair work performed on parks, recreation centers, building, athletic fields and equipment, and similar recreational facilities.
  • Supervises the maintenance and repair of irrigation, lighting, and the paving of roadways, paths and trails in County parks.
  • Oversees playground safety inspections and ensures compliance with the National Playground Safety Institute as required by law.
  • Oversees the storage, application, and disposal of pesticides and other chemicals in compliance with MDE and EPA regulations and guidelines.
  • Assists supervision in the planning, coordination, and oversight of mowing and streetscape maintenance contracts.
  • Addresses any issues of non-compliance with contracts.
  • Ensures work is performed in accordance with established standards, organizational regulations and procedures, on schedule, and in compliance with safety and environmental rules and regulations.
  • Makes field inspections of the maintenance and repair work performed on parks, recreation centers, athletic fields and equipment, and similar recreational facilities.
  • Assures accountability for maintenance equipment and materials assigned to the units of the division.
  • Counsels and disciplines employees as required.
  • Assists in the interview and selection of candidates for entry-level and promotional positions.
  • Provides technical support and assistance to subordinate personnel.
  • Conducts management efficiency studies and prepares written recommendations and reports as needed.
  • Keeps supervision informed of the progress or concerns of the work of their subordinates.
  • Recommends and evaluates the need for replacement or additional equipment.
  • In conjunction with the Bureau of Highways, assists in directing snow and ice removal activities on public and residential streets, grounds, and parking lots that are performed by division employees and/or contractors.

Qualifications

Required Qualifications
Possession of a high school diploma or an appropriate equivalent
plus
at least five years' experience in recreation and parks maintenance, two years of which were in a supervisory capacity.

(Additional education in recreation, management, or a related field may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.)

Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial class C Maryland driver's license is required at the time of appointment.

Must obtain a Pesticide Applicator Certification or License issued by the Maryland Department of Agriculture within the first twelve (12) months of employment.

Playground Safety Inspector Certification issued by the National Playground Safety Institute is required within two (2) years of hire.

Incumbents who fail to obtain a Pesticide Application Certification, or a Playground Safety Inspector Certification in the time required may have their employment terminated.

Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Flexible Spending Accounts
Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Part-time civilian employees can waive enrollment for up to sixty days, then may join or waive permanently. Newly hired employees at least 55 years of age may opt not to join the ERS.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
