The Assistant Director of PACE Programs is responsible for the assistance in overall coordination, implementation, direct service, and ongoing evaluation of the PACE (Pathways for Academic Career and Employment Act, 2014 Iowa Code Chapter 260H) initiatives and administration of the GAP Tuition Assistance Act (Iowa Code Chapter 260I) at Southeastern Community College. This position will collaborate with internal and external partners to research, develop and promote well-articulated career pathways and related resources and services for low-wage and low-skilled individuals in the SCC service region. The Assistant Director will help facilitate the identification and recruitment of individuals eligible for PACE program support services. This position will be responsible for facilitating the intake, assessment, evaluation and approval committee for applicants who are applying to receive GAP Tuition Assistance for non-credit training programs. The Assistant Director will assist the monitoring and tracking of participant data utilizing the college’s MIS system. This position will be responsible for direct oversight of PACE’s SNAP Employment & Training and Ticket-to-Work Programs. The Assistant Director will be the main contact for external agencies including Department of Health & Human Services and Hawkeye Employment Network as related to these programs. The Assistant Director will assist in the day to day operations of the PACE Programs while working closely with the Director of Student Support, Retention, and PACE Programs to continue to enhance the PACE Programs.

This is a full-time (261 work days per year) position with an annual starting salary of $45,000 per year.

The Assistant Director of PACE Programs will be assigned to the West Burlington campus but must have the ability and mobility to regularly visit other areas throughout the college district and state. Must be able to work on a basis of “available as work demands” in addition to a fixed schedule, which may include evenings and weekends.

The Assistant Director of PACE Programs will abide by the employment contract and relevant policies and guidelines of the Board of Trustees.

Employment is contingent upon the continuation of grant funding.

Essential Duties Summary
Responsibilities include but are not limited to:

  • Learn and embrace Southeastern Community College’s mission, vision, values and goals, the comprehensive community college philosophy, and related Iowa Code.
  • Learn, apply and role-model all SCC policies and procedures; and support and abide by strategic goals and expectations of accountability established by the institution and the Student Services division, respectively.
  • Help develop, coordinate, and manage PACE program initiatives in GAP Tuition Assistance, SNAP Employment and Training, and Ticket to Work Programs with the goal of providing low-skilled and low-wage individuals the guidance, opportunity, and support for accessing improved training, education and credentialing relevant to local workforce demands.
  • Assist in establishing and maintaining effective partnerships with multiple internal and external entities including but not limited to academic affairs; CBIZ; continuing education; WIOA; HHS; HEN; AEL; Admissions; the Student Support Center; Financial Aid and other college departments and committees; local human services, workforce and community-based organizations; and other stakeholders to achieve the following expectations:

o Assistance in identifying, developing and implementing well-articulated and manageable career pathways for targeted industry sectors.

o Collaborate with relevant stakeholders to develop and promote a network and referral system that operates within a “collective impact” framework for constituents in southeast Iowa.

o Assistance in creating, promoting and maintaining partner agreements that allow PACE program participants understandable and smooth transitions among external, internal, training, employment, non-credit and credit educational services and processes.

o Assisting instructors in the development of appropriate curriculum for entry level training and instruction of work-readiness skills that are aligned with industry recognized standards of local employers.
o Assist in the development of college processes and policies that support students in transition between credit and non-credit coursework.
o Develop and implement marketing, recruitment, eligibility, intake, assessment, case management, evaluation methods, tools, and other documents needed to support the PACE initiatives. Materials shall support customized service delivery plans for program participants.

o Develop and maintain a system for tracking and evaluating participant progress relevant to college and state reporting requirements.

o Coordinate and implement an outreach and recruitment plan for securing and retaining participants in the PACE program.

  • Provide direct service to program participants as follows:

o Establish positive and trusting relationships with program participants.

o Foster the development of self-accountability, self-advocacy, self-awareness, and self-confidence.

o Use a case-management approach to guide participants through completion of: self-assessments to identify skills, interests and needs; career exploration and life planning; goal setting; admissions and financial aid processes; employment or internship searches or placement; identification and resolution of challenges or barriers within or outside their experience at SCC.

o Document and track student attendance, behavior, and progress.

  • Consult with SCC Marketing staff to develop appropriate promotional and recruitment materials.
  • Assist in completing reporting requirements associated with the PACE program within established timelines.
  • Actively participate in department, division, and institution meetings and trainings.
  • Other duties as assigned.

Required Qualifications

  • Bachelor’s degree required. Preferred areas of emphasis: Human Services, Education, Counseling, Human Relations, Communications, Student Development or related area.
  • Self-motivated, energetic and creative individual with a minimum of two (2) years program administrative experience preferred. Administrative experience includes: developing, planning, budgeting, organizing, monitoring, evaluating and reporting of program or business functions as well as hiring, direction, supervision and evaluation of program staff.
  • Ability to use technology and computer software applications to perform work duties:

o Able to use Microsoft Office programs (Outlook, Word, Excel, PowerPoint)
o Ability to learn and develop competency in SCC’s administrative software (Ellucian), Iowa Works software system and other software.

  • Understanding and commitment to the comprehensive community college philosophy.
  • Ability to comprehend and abide by government forms/regulations and complete required reports related to grant activities within appropriate deadlines.
  • Ability to handle confidential matters with discretion and perform with a high level of personal and professional integrity and ethics.
  • Must be detail-oriented with strong analytical, evaluative and organizational skills, with demonstrated ability to initiate, plan, implement and manage multiple tasks.
  • Preference given to candidates with*:

o Experience managing grant funded projects;
o Experience working with low-income, low-skilled, and low-educated individuals and persons from diverse backgrounds. Special consideration given to candidates with background similar to the program’s target audience;
o Strong presentation, facilitation, written, verbal, and listening skills;
o Ability to provide quality customer service both internally and externally;
o Strong human relations and interpersonal skills and the ability and desire to interact positively and cooperatively with others;

  • Must possess valid driver’s license.

Preferred Qualifications

Physical Demands
