This position supervises a newly-formed team of current staff tasked with supporting the legacy behavioral health database system and developing a new SaaS Edifecs system that perform mission-critical functions for the Health Care Authority. About the position:
The Application and Development Support Supervisor serves as the Health Care Authority’s applications architect for initial ideation, development, support, and enhancements. The position is accountable for:
  • Providing highly-skilled technical expertise and application development programming leadership for the Edifecs Structured Data Capture (SDC), XEngine (XESaaS) and behavioral health database system (BHDS).
  • Directing a team of highly technical application programmers for designing, developing, implementing, and maintaining the BHDS and Software-as-a-Solution (SaaS) Edifecs system focusing on production deployment of systems supporting:
    • Mission-critical functions for HCA line-of-business programs that operate 24x7 and have federal and/or state mandates,
    • Legal or financial time-sensitive customer and public support functions,
    • High-impact systems with centralized, agency-wide or state-wide functions,
    • Participating member of the Architecture Review Board promoting agency direction.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties


Some of what you will do:
Supervise, lead, coach, plan and coordinate the activities of four application developers who deliver an enterprise-class technology service by providing innovative and efficient technology solutions.


  • Plan, assign, and oversee the workload and activities of professional IT specialist staff involved in the analysis, design, development, implementation, and maintenance of internal and external websites, CSM, and related applications.
  • Provide technical leadership to Web Services staff on the architectural design of web sites and related applications. Provide guidance on integration of current and emerging technologies.
  • Research, review, and analyze existing internal and external websites to ensure efficiency, effectiveness, and security.
  • Develop standards for Web Services staff and evaluate industry trends to recommend strategic direction.
  • Write performance expectations and Performance and Development Plans (PDPs), conduct evaluations, ensure that PDPs are implemented effectively, and review productivity reports with unit staff regarding performance expectations.
  • Identify and accommodate training needs of individual staff for technical class instruction, collaborating with external training and technology partners, and maintaining staff training records.
  • Support and develop Web Services staff by providing advice and coaching.
Serve as SaaS application developer.
  • Serves as senior developer of HCA data collection and validation solutions using procured Edifecs Structured Data Capture (SDC) and XEngine (XESaaS) for various business programs.
  • Acts as the senior technical resource in the requirements gathering, design, architecture and deployment of agency procured SaaS solutions that supports business requirements.
Serve as SaaS configuration and development specialist.
  • Advises division staff, management, and business sections on the current and future design of the agency’s SaaS data collection environment.
  • Analyzes, research, designs, documents, installs, and implements complex, multi-server, multi-vendor applications, in conjunction with other architects, which are tightly integrated with technical solutions for HCA’s end-user enterprise computing environment. Ensures compatibility with current and future IT systems.
Perform enterprise data ingestion solution administration.

Provide professional, advanced level database systems development, support and enhancement of enterprise level database solutions for strategic business initiatives.

Qualifications


Required education and experience:

Candidates will qualify if they satisfy one of the following criteria:

  • Bachelor’s degree or equivalent in a computer science or closely related field AND 5 years of progressive professional IT experience
  • 3 years as a Journey-level technician
  • Notes:
    • Advanced education may substitute year-for-year for up to 3 years of experience.
    • Additional professional experience may substitute year-for-year for education.
Qualifying candidates will also have all of the following experience:
  • Working-level knowledge of supervision processes and methods.
  • 5 years of experience with applications development utilizing Microsoft Visual Studio, C#, and .NET technologies, including software design patterns, Microsoft SQL Server, including relational database design and modeling, writing TSQL queries, developing Microsoft SQL Reporting Services and Microsoft SQL Integration Services solutions.
  • 1 year of experience in addressing application development security protocols and standards.
  • 2 years of experience with Software Development Lifecycle Management (SDLC).
  • 1 year of experience being directly involved with Agile / Scrum methodology practices.

Required competencies:
  • Knowledge of Microsoft SharePoint 2013 and beyond, Team Foundation Server 2010 / Azure DevOps and beyond, Internet Information Server 7 and beyond, HTML 4/5, CSS, Agile, Lean and ITIL concepts.
  • Working-level knowledge of business and management principles involved in planning, resource allocation, leadership techniques, production methods and coordination of people and resources.
  • Proficient with the software development life cycle (SDLC), developing and documenting user requirements, project charters, testing strategies and user test scripts.
  • Excellent verbal and written communications skills.

Preferred qualifications:

Experience designing, developing, testing, implementing, and managing large scale development and integration projects.
