THE POSITION
The City of Santa Barbara Public Works Department is seeking a dynamic and knowledgeable Administrative Supervisor. This position supervises, assigns and reviews the work of clerical staff responsible for providing administrative and accounting support for multiple divisions, and oversees Department processes, especially administration of personnel related functions, Council agenda reports, safety training, and community outreach for capital projects. Additionally, this position assists in the preparation of the Department budget and may function as the Department's performance management coordinator.

EMPLOYMENT STANDARDS

Knowledge of:


  • Operations, services and activities of the assigned division or department.
  • Principles of supervision, training and performance evaluation.
  • Accounting and budget practices, pertinent to City government.
  • Modern and complex principles and practices of office management.
  • Business letter writing and basic report preparation.
  • Principles and procedures of filing and record keeping.
  • Modern office procedures, methods and computer equipment.
  • Pertinent Federal, State, and local laws, codes and regulations.

Ability to :
  • Supervise, organize, and review the work of a clerical pool.
  • Select, supervise, train and evaluate staff.
  • Plan, organize and schedule office priorities.
  • Interpret and explain City policies and procedures.
  • Independently perform the most difficult administrative support services.
  • Perform responsible and difficult secretarial work involving the use of independent judgment and personal initiative.
  • Understand the organization and operation of the City and outside agencies.
  • Prepare clear and concise reports.
  • Independently prepare correspondence and memoranda.
  • Type at a speed necessary for successful job performance.
  • Operate and use modern office equipment including a computer and applications.
  • Use Microsoft Office and related computer applications
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work, including City officials and the general public.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Four (4) years of responsible administrative and secretarial experience including lead supervisory responsibility.

Education and/or Training:
Equivalent to the completion of the twelfth grade supplemented by specialized secretarial training or business course work. College level course work in public administration, business administration or a related field is desirable.

License, Certification and Other Requirements:
Possession of, or ability to obtain, California Driver's License by the time of appointment.
