The Department of Health and Human Resources is seeking to fill a management position in the newly created Classification and Compensation section within our Employment Services section. The purpose in creating this new section is to build and implement a merit system for the Bureau for Social Services.

This is an exciting time to join us as we plan, design, implement and administer a compensation and classification system that fulfills the requirements of recent legislation.

Incumbents of this position will be responsible for the management of a team and
classification/compensation system that is designed to attract, retain, and motivate a highly skilled workforce. Duties and responsibilities are as follows:

  • Direct and manage a staff of four employees responsible for classifying positions, reviewing postings and applications, and determining salary.
  • Develops and delivers training on job classification, pay equity analysis, writing job descriptions, conducting job evaluations, reviewing job qualifications, calculating pay and other HR related policies and procedures.
  • Communicates changes to classification and compensation system, as necessary.
  • Oversees maintenance of job titles and pay grades for use in data reporting and for use in
statewide payroll system (wvOASIS).
  • Serves as expert on issues of classification and compensation, including developing and
maintaining consistent job descriptions, salary analysis and market comparisons.
  • Responds to classification and compensation concerns, questions, and issues. Provides advice on day-to-day compensation issues, policy interpretation, problem resolution, and compliance with regulations. Serves in a consultative role, keeping in mind how classification and compensation decisions impact recruitment, selection, retention, and career development. As such, this position will perform the most complex classification studies and actions, oversee classification projects, perform market analysis to evaluate current pay rates for competitiveness and have overall decision-making authority in most projects.
  • Conducts job analysis; writes and updates specifications; manages an organized system for regular review and update of classification specifications.
  • Develops career path strategy to define positions requirements and the skills needed for
advancement in a job family.

Minimum Qualifications

Training: Graduation from a regionally accredited college or university with a degree in the area of assignment.

Substitution: Experience as described below may substitute for the training requirement on a year-for-year basis.
Experience: Five years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.

Special Requirement: A valid driver's license may be required.
