The County of San Bernardino is recruiting for a Chief Administrative Analyst to oversee and coordinate the fiscal and administrative oversight of federal and state resources. This position will review, analyze and advise management on fiscal matters and the impact of legislation and operational actions; help the County comply with state and/or federal guidelines; maximize the use of funds for their designated purposes; and direct the work of the American Rescue Plan Act (ARPA) Administration Team.

This position offers full benefits and a competitive salary range of
$121,430.40 - $169,665.60 Annually DOQ
3% Annual Across the Board Salary Increases in February 2024 & 2025
Bi-annual step increases of 2.5% up to Step 16 (Effective 7/15/23)

Finance and Administration,
within the County’s Administrative Office, centralizes countywide financial management and oversight to ensure alignment with the priorities of the Board of Supervisors and the County Executive Officer in providing accurate and timely financial information and advising County departments on financial matters. Led by the County Financial Officer, this section is responsible for the preparation and administration of the County budget, including the development of the five-year forecast and the annual strategic plan; the administration and monitoring of the County general fund long-term debt portfolio, which includes both issuance and post-issuance activities; the annual fee and internal service rate review process; oversight and administration of the County’s capital improvement program; and providing administrative support to the County’s Law and Justice Group and Indigent Defense Program.

Minimum Requirements

Education: Bachelor's degree in Public/Business Administration, Finance, Accounting, Behavioral/Social Science, or other relevant field.

AND
Experience: Four (4) years of experience in accounting and finance, with administrative oversight for financial analysis and advising management on budgetary and financial strategies and the development of financial plans. Experience must be comparable to an Administrative Analyst III or above.

Applicants with an equivalent combination of education and experience commensurate with the responsibilities of the position may be considered.

The ideal candidate will possess the ability to work collaboratively with other departments and agencies and have a strong background in government budget, finance and grants management. Highly qualified candidates will also have strong leadership, research and analytical skills.
