Job Title: Zoning Enforcement Officer
Department: Community Development
Classification: Non-Exempt
Hiring Range: $27.96 - $31.46
Salary Range: $27.96 - $41.94
Position Summary: Performs administrative duties to enforce the City of Aspen zoning codes through review of building permit applications, educates the public about zoning regulations, responds to citizen complaints and initiates follow-up compliance checks in the field, consistent with the organization’s values and mission statement.
Supervision Exercised and Received: Position works under the general direction of the Zoning Administrator.

Essential Job Functions:
Permit Review

  • Reviews building, electrical, mechanical, plumbing, fence, and sign permit applications to determine compliance with all applicable Land Use entitlements as well as the City of Aspen Land Use Code. This includes dimensional and Outdoor Lighting requirements. Researches historical issues and records to determine background information. Coordinates with applicant and/or other departments to obtain clarification or correction of submitted material. Reviews land use applications for compliance with zoning and other development regulations. Completes a mixture of office and field work to ensure accuracy of permits. Delivers high quality, accurate results, while effectively maintaining and enhancing existing organizational systems and standards. Assesses and collects impact fees, Affordable Housing Certificates, and Transferable Development Rights.

Customer Service

  • Regularly interacts and builds relationships with development services staff and customers, including owners, consultants, and developers. Provides information and answers questions from the public, architects, contractors, real estate professionals, and Community Development Staff members on how zoning regulations apply to a particular parcel of land or structure.

Inspections

  • Conducts field inspections which can include Certificate of Occupancy inspections to ensure constructed projects comply with approved building permit plans; assessing unique field conditions that could affect zoning compliance; and answering questions prior to permit submittal for a variety of permit types. Performs routine field inspections to identify zoning violations.

Current Planning

  • Serving as the Planner of the Day 2-3 times a month on a rotational basis.
  • Partnering with Planning Staff during regularly scheduled meetings multiple times a week to give feedback on the implementation of the Land Use Code
  • Reviewing Land Use Applications as a referral agency for Planning staff or the Design Review Committee for Land Use Code compliance
  • Processing Land Use Applications, including evaluating for code compliance. Preparation of staff memorandums and presenting Land Use Applications before the final review authority, include the Community Development Director and elected or appointed boards.
  • Enforcement: take in complaints and coordinate with the City Attorney’s Office, Building Department, Historic Preservation Division, and a variety of other City departments to resolve the complaint. This regularly involves researching the history of Land Use Reviews and Approvals on the subject parcel as well as past Building Permits.

Minimum Requirements:
Education: High School Diploma, or equivalent.
Experience: Three years of progressively responsible experience in similar field which may include zoning or land use enforcement, planning, architecture, or construction management.
Technical Knowledge: Must be proficient with Microsoft Word, Excel, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. Experience with ArcGIS, Salesforce, and Laserfiche preferred.
Licenses & Certifications: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.
Desirable Qualifications: Land Use Planning education and/or experience. Experience implementing municipal land use codes.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
Position Type and Work Hours:

  • Regular full time, hours may vary with workload.
  • Evening meetings may be required in addition to or instead of normal hours.

  • Outdoors/Off-Site: Performs site visits to construction sites, attends meetings, and conferences. Some exposure to noise, fumes, and temperature changes.
