Project Description

AAAWLC’s Youth Thriving Beyond Bars Program is funded by several funders including Elevate Youth California (EYC), Sierra Health Foundation’s The Center, Office of the Assistant Secretary for Health (OASH), and Heising-Simon Foundation. AAAWLC’s Youth Policy and Resource Specialist position is funded through EYC and OASH.

Youth Thriving Beyond Bars (YTBB) is a program designed to support system-impacted youth navigate the juvenile justice system as well as re-entry into their communities. Youth will have the opportunity to build their capacity to become change agents to advocate for trauma-informed accountability and healing justice for youth in the county. This project will provide case management, leadership development, and transformational healing services to address the root causes of their behaviors.The program focuses on addressing policies for system-impacted youth ages 12-26. This project will identify, analyze, and assess the juvenile justice system’s impact on the mental and physical health, as well as over all development of youth, change current practices that criminalize mental health, and implement policies that are restorative and public health based. The YTBB program allows youth with lived experiences to receive necessary support while also contributing to the change that will shape what juvenile justice looks like in the future for San Joaquin County.

Responsibilities

The Youth Policy and Resource Specialist (YPRS) is responsible for supporting the Program Manager in implementing the program work plans, tracking program activities, grant reporting, and assisting with some grant writing. The YPRS will work directly with system-impacted youth and families to navigate available resources needed to promote better health outcomes for youth and their families. These services and resources may include but are not limited to mental health treatment, substance use treatment, educational support, legal support, as well as victim witness application support. The YPRS will also be required to research and draft policies that address Black youth mental health in juvenile justice. The YPRS will work on SB 823, SB 92, and other policies that promote health-based approaches to youth discipline and incarceration. The YPRS will also work collaboratively with BYPBP’s Youth Development Specialist to recruit youth, co-facilitate youth meetings and events, as well as support in developing culturally responsive healing practices to address root causes of trauma.

The Youth Policy and Resource Specialist is expected to have their own transportation and vehicle insurance, must be physically able to lift up to 50 pounds, proficiently use a computer, email, and internet-based applications. Juvenile justice and advocacy experience is required.

❖Conduct policy research

❖ Attend collaborative meetings

❖ Assist with grant writing

❖ Attend youth appointments (including court dates)

❖ Assist in the promotion of trauma-informed practices

❖ Perform other duties as assigned

Desired Qualifications

AAAWLC is seeking a motivated, community-connected, team-focused, and problem-solving team member. The Youth Policy and Resource Specialist has:

❖ A track record of developing and maintaining strong working relationships with and among a diverse group of stakeholders

❖ Demonstrated commitment to meeting a high bar and a history of getting things done even in the face of obstacles

❖ Have successfully worked with partners from county organizations including police and probation departments

❖Have a passion for serving youth

❖ Critical thinking and problem-solving ability

❖ Knowledge of trauma, ACEs, and trauma informed practices

❖ Manages a high volume of work with efficiency
