Job Title: Water Resources Planner

General Description:

This position is responsible for supporting the development of strategic plans and program documents to ensure that the Chickasaw Nation builds, sustains and improves the capability to implement CN water policy and planning initiatives. Work with CN Water Policy and Planning team on the design of technical research projects, development of water management plans, community stakeholder engagement initiatives, and intergovernmental cooperation. Develop grant applications for the support of CN Water Policy and Planning work.

Supervision Essential Job Functions:

  • Develop, maintain and direct the efforts of the Chickaasaw Nation to ensure compliance with standards and elements of performance for water planning. Continuously review and request updates to ensure compliance with applicable standards and agreements. Conducts a review process on an annual basis.
  • Provide direct and ongoing project support and problem solving in relation to defined water policy and planning initiatives.
  • Represent Outreach and Services at internal meetings, county, state, federal emergency management agencies and serve on committees/task forces/work groups.
  • Attend trainings, meetings or activities in conjunction with county, state and federal agencies.
  • Maintain a master list of available water resources available within the territory. Conduct quarterly reviews and report updates.
  • Analyze and evaluate the effectiveness of existing operations and implement improvements in water planning.
  • Provide interagency coordination and review of plans, procedures, guidelines and standard operating procedures (SOPs).
  • Ensure regular and effective communications with line of support.
  • Assist with development of proposals for the building of institutional infrastructure necessary and appropriate for the full implementation of CN water policy and planning work.
  • Develop and implement water planning and management plans.
  • Undertake complex planning, data gathering, and research assignments.
  • Interpret data relative to projected water delivery, use and storage, conservation and population trends.
  • Investigate existing long-term water supplies and alternatives, such as conservation programs and transfer agreements.
  • Apply for local, state and federal grants available for water management programs.
  • Assist in creating standard operating procedures and policies.
  • Responsible for conducting independent research for water planning.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Knowledge of leadership, motivation, team building and conflict resolution. Establish and maintain effective working relationships with those contacted in the course of work.
  • Assist with development, maintenance and implementation of uniform practices and procedures relating to Chickasaw Nation water policy and planning work.
  • As appropriate, acts as a liaison between local communities for the Chickasaw Nation.
  • Assist in development and implementation of water planning goals and objectives.
  • All other duties as assigned.

Preferred - Ensure compliance with rules, regulations and policies set forth by the CN Department of Commerce.

Preferred - Be able to sit, stand, lift, bend and walk for extended periods of time.

Preferred - Be able to understand and apply oral or written instructions.

Preferred - Be able to prepare hand written, legible reports and type written reports in a clear, concise language based upon needs.

Preferred - Have good communication skills and work successfully in a team environment.

Education:

Bachelors Preferred - Possess a Bachelor's Degree or equivalent from an accredited four-year college or university with a degree in hydrology, environmental, natural resources or related field of science.

Education Note:

Training And Experience:

Preferred Training (3 -5 years) - Prior training or at least three (3) years of prior experience in the following areas preferred: water planning, hydrology. Preferred Training (0 - 6 months) - Knowledge of all applicable requirements regarding water management plans and programs.

Licenses, Certifications, Other:

Required - Be able to pass background checks and receive a gaming license from the CN Office of the Gaming Commissioner, as required to work in gaming operations.

Preferred - Be able to complete pre-employment drug test with a negative result. Preferred - Maintain a valid driver's license.

Physical Requirements:

Preferred - Prolonged sitting, standing and walking; requires mobility, eye/hand coordination and manual dexterity.

Work Environment:

Office, casinos, construction sites; indoors and outdoors.
