Description

Under limited supervision, coordinates and directs the activities of personnel engaged in the Utilities Department's underground maintenance and construction projects. Ensures thorough and efficient completion of assignments and reviews work of subordinates for completeness and accuracy. Performs related duties as directed.

Examples of Duties

  • Visits sites where emergency situations may exist; checks on type of emergency conditions, the responsible party, and corrective actions needed.
  • Informs other City departments or agencies of conditions that exist that need corrective measures; schedules crews to make conditions safe until corrective measures can be made.
  • Responds to after-hours emergency calls, responds as a member of the severe weather/hurricane response crew.
  • Receives reviews, prepares and/or submits various records and reports including purchase requisitions (utilizing the City's computerized purchase order system), daily schedules, work orders, construction drawings, zoning maps, monthly reports, daily log, etc.
  • Purchases equipment and supplies adhering to the City's Purchasing Policy.
  • Tests City water for Chlorine Levels.
  • Operates a variety of equipment such as motorized vehicles, backhoe, front-loader, valve exercise machine, compactor, vactor, power tools, hand tools, telephone, two-way radio, and computer and utilizes the City's work order management system to track work performed by staff.
  • Locates valves throughout the city using the City G.I.S. mapping program.
  • Interacts and communicates with various groups and individuals such as City supervisors and employees, engineers, contractors and utility customers.
  • Complies with all OSHA regulations, City policies and safety requirements.
  • Ensures that fellow co-workers are employing appropriate safety measures and are in compliance with safety rules and regulations.

Minimum Training and Experience

High school diploma or GED supplemented by a minimum three (3) years of progressively responsible experience in water or wastewater system maintenance, plumbing, utilities construction; or an equivalent combination of training and experience that provides the required knowledge, skills and abilities. Experience operating backhoe and installing water main pipe is preferred.

Special Requirements
  • Must possess a valid State of Florida CDL "B" Driver's License or ability to obtain within one (1) year of hire
  • Basic Maintenance of Traffic (MOT Certification) or ability to obtain within six (6) months of hire
  • Florida Department of Environmental Protection (FDEP) Water Distribution System Operator Class 2 License or a Florida Water and Pollutions Control Operators Association "Class B" Certification in Wastewater Collections
Must obtain within one (1) year from date of hire:
  • Maintenance of Traffic (MOT) – Intermediate
  • Confined Space Entry Certificate
Must obtain within two (2) years from date of hire:
  • Florida Department of Environmental Protection (FDEP) Water Distribution System Operator Class 1 License or a Florida Water and Pollutions Control Operators Association "Class A" Certification in Wastewater Collections

Marginal Functions

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Assists with inventories.
Performs minor office functions such as answering phones and copying.
Performs related duties as required.
