U.S. Government Grants Lead

RMI is seeking a U.S. Government Grants Lead who will serve a key oversight and support role through the lifetime of U.S. Government (USG) awards at RMI. Reporting to the Compliance Manager on the accounting team and working closely with other RMI staff in operations and programs, you will provide day-to-day oversight of USG award management, both when RMI is the prime or a subrecipient of an award. You will assist RMI staff from proposal development through award close-out. This will include activities such as budget reviews, ensuring completion of funder/client forms, subrecipient management, financial reporting, invoicing, cost share tracking, ensuring compliance with other monitoring requirements, support during audits, and more.

Key Responsibilities


Pre-award Activities

  • Lead the process in getting on a GSA Schedule and a NICRA for RMI, updating them as needed
  • Help determine which rates RMI should use for USG funding proposal budgets
  • Serve as the first accounting reviewer of all USG proposal budgets, managing the budget approval process when further accounting approval is needed
  • Once a proposal budget is approved by accounting, assist program teams with translating the budget into any USG budget templates
  • Work with RMI’s Subgrants Coordinator to collect all materials from subrecipients for USG proposals
  • Review all proposed cost share commitments and verify the cost share (cash or in-kind) is available before seeking final approval from the CFO
  • Work with RMI’s Subgrant Coordinator to complete any pre-award forms required by USG funders, which may involve collaborating with RMI’s operational departments as needed
  • Assist RMI staff with any additional USG requests or inquiries

Award Implementation

  • Lead award kickoff meetings with the program team to review award obligations, terms, cost share, reporting requirements and project setup in RMI’s project management software
  • Draft memos and guidance documents, and act as a resource to RMI staff for all compliance-related issues pertaining to USG awards, collaborating with RMI’s operational departments as needed
  • Provide training and capacity building activities to RMI staff and RMI’s subrecipients (as necessary) on USG award management
  • Manage award requirements as negotiated, this includes but is not limited to financial reporting, invoicing, amendments and no-cost extensions, budget revisions, support program team with procurement, and other compliance activities, liaising with program and/or accounting staff when needed
  • Manage and coordinate all subrecipient reporting requirements and any budget revisions, as needed
  • Track and report on all committed cost share from RMI and subrecipients, if applicable
  • Work with program and operations staff on award close-out, e.g., documentation, reporting, disposal of procured goods, retention of intellectual property, audit, etc.

Other / miscellaneous

  • Assist accounting team with the creation of RMI’s cost share policy and procedures, as well as cost share accounting system
  • Maintain and review all USG annual registrations
  • Assist RMI’s development team with building out the USG proposal process
  • Assist with RMI’s annual Single Audit (formerly known as the “A-133 Audit”), and any other audits related to USG funding
  • In RMI’s budgeting system, assist RMI staff as they go through the annual USG revenue budgeting process, and the budget reforecasts during the fiscal year
  • Additional responsibilities, as required

Minimum Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration or related field from an accredited college or university, or an equivalent combination of education and experience
  • Minimum of 5 years’ experience with USG award management (especially state and federal government awards), from pre-award to award close-out
  • Experience with and knowledge of Uniform Guidance (2 C.F.R. Part 200), Federal Acquisition Regulations (FAR), and other rules and regulations related to USG awards
  • Experience with USG reporting requirements and processes
  • Possess quantitative skills and experience in the preparation of financial reports
  • Experience working with and managing subrecipients under USG awards, from pre-award to award close-out
  • Exceptional organization skills and the ability to multitask on several projects simultaneously
  • Excellent written and verbal communication skills
  • Exceptional interpersonal skills and rapport building
  • Proficiency in Microsoft 365, especially Microsoft Excel

Preferred Qualifications

  • Knowledge of current and legally binding contractual language and terminology
  • Experience managing California Energy Commission (CEC) grants
  • Experience managing Department of Energy (DOE) grants
  • Proficiency in Salesforce or similar CRM software
  • Experience using an ERP system (financial and project management)

Desired Qualifications

  • A passion to drive change and further define a new centralized role at RMI
  • Willingness to work virtually or in an office setting

Location

We are a remote-ready company with team members around the globe. Our beautiful and welcoming offices are available for meetings or focused work, whether you are traveling through or living nearby. Our U.S. offices are in New York City; Washington DC; Oakland, California; Boulder, Colorado, and Basalt, Colorado.

We provide you with the essential IT equipment plus a one-time home technology payment and a monthly work from home/commuter allowance to ensure you have a comfortable home office set up and necessary supplies.

We love seeing each other in person! We occasionally gather for shared time together like retreats and learning experiences. Be ready to travel for occasional in-person meetings (and of course, we cover travel costs). Some roles may require more travel, which will be discussed during the hiring process.

Compensation

RMI compensates based on the level and requirements of the role. Salary within our ranges may also be determined by your education, experience, knowledge, skills, and abilities, as required by the role, as well as internal equity and alignment with market data. Typically, new U.S. Government Grant Leads based in the U.S. join at the minimum to mid-salary range of $63,000- $74,000. You would also have an additional 5% bonus target!
