Trust Compliance Coordinator - Capital City Trust Company

Hours: 8:00 a.m. - 5:00 p.m.

General Summary:

Performs a wide variety of detailed quality control checks, research, and training functions for all Trust offices. Works with Trust Company officers and staff to perform quality control monitoring tasks and communicates findings to as needed. Uses own discretion and decision making as to work procedures and prioritizing responsibilities. Assists Management in an ongoing implementation of adequate controls and quality assurance processes to provide early identification and prevention of potential compliance issues. Makes judgment calls and decisions for updated procedure or policy changes and elevate to Trust Controller and Compliance Committee for consideration. Identifies potential areas of compliance vulnerably and risk through daily, monthly or quarterly reporting. Provides suggestions for corrective action plans for resolution. Makes suggestions when needed to strengthen processes and procedures. Participate as a compliance specialist in committees and groups established to support business initiatives or process modifications. Researches and responds to internal and external audit requests. This position helps ensure that associates are in compliance with the rules and regulations of regulatory agencies and that company policies and procedures are being followed. This position is highly administrative and provides a channel to receive and direct compliance issues to the appropriate parties for resolution

Principal Duties and Responsibilities:

Quality Control

1. Works with Trust Controller to determine the general scope of compliance reviews and obtains a random selection of accounts for review. Reviews involve understanding the trust document to determine if the trust is being run accordingly. Initiates communication with assigned Trust Officer on any finding and needed resolutions, as noted. Compiles and submits a formal Quality Control Review report to the Controller for review. Reports are subsequently submitted to the Compliance Committee.
2. Conducts a review of discretionary distributions at least quarterly to monitor for appropriateness and processes to maintain compliance. Compiles and submits a formal report to the Controller for review. The report is subsequently submitted to the Compliance Committee.
3. Monitoring of daily transactions reports. Determine if transactions are being posted with the proper transaction codes.
4. Maintains cumulative new business and closed business reports.
5. Conducts a monthly review of CCBG holdings to monitor that annual retention/non-discretion letter is on file and in compliance. Follows up with Trust Officer as needed. .
6. Conducts other quality control functions as requested by president, controller and compliance committee.
7. Coordinates, reviews, and submits new client account acceptance forms to the Trust Acceptance Committee.
8. Coordinates, reviews, and disseminates discretionary distribution requests that are submitted for approval by the Discretionary Distribution Committee.

Tracking
9. Tracks all new and closed accounts both monthly and cumulative for the year through various reports.
10. Tracks all closed account through the entire process. Including system changes and tax reporting verifications. Communicates with administrators and assistance any discrepancies. Assures closed accounts are deleted from system when appropriate.
11. Tracks, reviews, and reports new account exceptions past 60 days of opening. Runs Synoptic reviews for the new accounts data is in the system and determine if it is correct.
12. Compiles and distributes regular money market reports.
13. Tracks and monitors receipt of investment policy statements.
14. Processes OFAC daily for the Trust Company. FINCEN is processed by FIS on a bi-weekly basis and a report is sent with results.
15. Monitors and reports status of the Trust Real Estate portfolio
16. Provides Trust Data for Synapsis & Marquis
17. Tracks Trust Company client complaints on a monthly basis.
18. Tracks Client Statements that are being mailed back to the Trust Company (or Trust PO Box) and performs validation.
19. Tracks and reports monthly administrative account reviews that are coming due.
20. Tracks and reviews completed monthly administrative account reviews for completeness to maintain compliance.

Special Projects
Completes special projects as assigned by Controller. Works closely with impacted associates and Bank departments. Projects include, but are not limited to: complete audit requests, process improvement, and other projects as they come online.

Associates will consistently follow policies and procedures as established by Capital City Bank, with department managers setting the standard.

Works with Trust Controller and Trust Officers to monitor and update company policies and procedures to maintain compliance with Florida Statutes and Federal Regulations,

Provides additional support to manager and department colleagues.

Completes all assigned/required Bank training within established timelines.

Knowledge, Skills and Abilities (KSAs) Required:

The following KSAs are usually acquired through working experience and/or specialized course(s):

1. High degree of personal integrity.
2. Excellent written, organizational and oral communication skills
3. Proficiency in Microsoft Office Products and general working knowledge of PCs.
4. Strong attention to detail and organizational skills are very important to performing this job.
5. A wide degree of creativity and latitude is expected to perform research.
6. Ongoing initiative to obtain trust knowledge is expected.
7. Preferred experience with Trust statutes, but not required.
8. Knowledge of banking regulations and the trust Industry experience is preferred, but not required.

Education:

Two year degree required. Three to five years Trust experience or professional administration experience ay substitute for the educational preferred.

Working Conditions:

  • Professional and client facing working environment. Clients often in department. Discretion is required at all times.
  • Maintain good working relations with officers and associates of the department. Occasional travel and attendance at Trust functions required.
  • In the rare instance of a major or extensive natural disaster, epidemic or pandemic occurrence, or other disruption within our footprint, it may be necessary for associates to relocate or telecommute before, during or after, to ensure business continuity.
