The Department of Community Services’ Transportation division is looking for a full-time Program Supervisor to work in its Road Maintenance team.
As a Program Supervisor, you will be responsible for managing, planning, and supporting the effort to maintain the county’s road system in a manner that is consistent with the Transportation division's strategic plan and the Department of Community Services’ mission, values and equity strategic plan. You will directly supervise staff and work closely with the other Program Supervisors to accomplish the division’s goals, strengthen rapport with the community, develop and manage the program budget and practices, and use your leadership skills to create an environment and culture of safety, trust, and belonging.

In this role you will plan, organize, manage, and administer functions, activities, and services of the Road Maintenance program with two other Program Supervisors, develop and implement program and strategic planning; implement and assist in the development of program policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls and improvements, and develop procedures to implement new and/or changing regulatory requirements.
You will direct and approve the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce, act as a resource, and provide direction, guidance, and leadership to staff.
You will develop, administer, and monitor budgets, develop justifications for budgetary recommendations and/or adjustments, and participate in forecasting funds for staffing and resources, participate in the interpretation, negotiation, management, and enforcement of contracts, coordinate the finalization of budgets to ensure the timely submission of the department budget and approve invoices.
You will develop, implement, and maintain quality management and change management plans and systems to ensure compliance and achieve program outcomes. Provide expert guidance to other departments, the general public, and/or outside agencies, represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach. You will perform outreach activities, respond and resolve confidential and sensitive inquiries, investigate complaints and recommend corrective actions as necessary.

You will analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.
Responsibilities also include:

  • Plan, prioritize, assign, supervise, and review work of staff
  • Plan for equipment and material needs for operations
  • Inspect and monitor field work, identify deficiencies and corrective actions
  • Ensure compliance of all work by staff with County, State, and Federal regulations
  • Coordinate or provide training for staff, evaluate training needs
  • Determine, train staff, and monitor compliance with safety protocols for tasks
  • Determine, train staff, monitor environmental best practices for tasks
  • Evaluate staffing needs and make recommendations
  • Recommend selection of new staff
  • Meet monthly with every staff member for a check in, provide ongoing coaching and feedback
  • Perform annual evaluation using up-to-date method
  • Annually review position descriptions for each supervisee, update as needed
  • Implement performance management and progressive discipline as appropriate

Minimum Qualifications/Transferable Skills*:
  • Three years of increasingly responsible road maintenance experience including one year of lead responsibility
  • The equivalent to a high school diploma
  • State Issued Driver's License
