The TPQ Program Officer supports the coordination and management of over 120 humanitarian awards in the Office of Technical and Program Quality (TPQ) in USAID’s Bureau for Humanitarian Assistance (USAID/BHA). BHA leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and complex emergencies. The Bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards.
The Office of Technical and Program Quality (TPQ) leads the Bureau for Humanitarian Assistance's (BHA) efforts to ensure high quality programmatic and technical leadership, oversight, and guidance. TPQ captures, applies, and strengthens capacity in technical best practices and contextually appropriate programmatic approaches focused on all dimensions of BHA programming from humanitarian response and transition into longer-term resilience programming, as well as risk analysis and early warning. TPQ is responsible for providing policy, normative guidance, tools, facilitation, and capacity building to assist the Bureau in achieving optimal humanitarian outcomes through strategic planning, activity design, consistent and effective performance monitoring, comprehensive and appropriate evaluation, and purposeful learning across the full spectrum of BHA responses and programming.
The TPQ Program Officer supports the coordination and management of TPQ's awards, which span multiple Office Divisions and a wide-range of sector focus areas. This position will enhance TPQ’s ability to harmonize management of its global programs, ensure consistency across Office-wide efforts, and further integrate BHA award making and management processes into TPQ. The Program Officer’s day-to-day work assignments and oversight will be provided by the TPQ Global Programs and Awards Team Leader, with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.
The TPQ Program Officer will:
  • Work to support Office-wide award management and initiatives under the direction of the TPQ Global Programs and Awards Team Leader.
  • Provide critical analysis on programming, grant-making and procurement regulations and interface regularly with TPQ Divisions and Teams on best practices and standards related to award management and administration.
  • Develop and maintain a detailed understanding of TPQ’s awards and strategies for implementation for current and future programs.
  • Support the TPQ strategy development processes, monitoring program funding and implementation against established strategies, and actively participating in strategy-related activities.
  • Review and understand all award documentation and processes according to BHA’s Guidelines, USAID Automated Directives Systems (ADS), and Federal Regulation.
  • Review, track and process budgets; award data; post-award management issues; program reports; and feedback throughout all stages of the award process, including potential entry into appropriate administrative and financial systems and reporting on program objectives.
  • Draft standards, policies and Office-specific documentation required to obtain timely award approval and improve overall TPQ effectiveness.
  • Develop familiarity with, promote, and promulgate uniform policies and procedures related to award management.
  • Participate in Bureau- and Agency-wide award working groups to ensure consistency across all levels.
  • Work with the relevant TPQ Division Directors, Team Leads, and subordinate staff to organize meetings and events, focused on award management and TPQ global programs.
  • Support TPQ AORs/CORs as directed/assigned, coordinate and mentor program staff involved in TPQ award making and management processes.
  • Engage with other parts of the bureau in particular BHA’s Office of Humanitarian Business and Management Operations (HBMO), and Geographic Offices.
  • Establish and build on TPQ’s relationships with the Office of General Counsel, and with the Office of Acquisition and Assistance (OAA), as appropriate, to ensure TPQ’s award making and management is compliant with Bureau and Agency requirements.
  • Receive general guidance but will be expected to execute independent judgment and analysis.
  • Perform other duties as assigned.
REQUIREMENTS:
  • Must be able to obtain and maintain a minimum of a USG-issued Facility Access Clearance (FAC) or Secret Security Clearance for the duration of your employment on this contract.
Education
  • BA/BS completion and at least 8 years of experience, or MA/BS completion and at least 6 years of experience.
Qualifications:
  • Thorough understanding of the international humanitarian assistance environment, operations, related policies, regulations, and inter-relationships among the USG, donor and other international organizations.
  • Detailed knowledge of humanitarian operations and partner programming – at country and at global level - is required.
  • Experience working directly on humanitarian awards/grants/contracts, preferably in a UN, NGO or, government environment.
  • Strong applied knowledge of the MS Office Suite (Word, Outlook, Excel, and PowerPoint) and Google applications, as well as email and internet applications are required.
  • Must be able to excel in a dynamic, fast-paced work environment and be able to effectively shift priorities and multi-task.
  • Experience developing or designing or evaluating proposed humanitarian interventions against response or disaster risk reduction strategies and identified needs.
  • Experience managing USG acquisition and assistance awards to include post-award administration
  • Knowledge of USG acquisition and assistance regulations.
  • Ability to coordinate with multiple country or sectoral representatives to develop, track, and maintain a large budget.
