BRIEF POSITION SUMMARY

Performs highly complex (senior-level) computer systems analysis work. Work involves planning and analyzing user requirements, procedures, and problems to automate processing or to improve existing systems and Business Intelligence (BI) reports, providing CAPPS Financials production support for all modules of CAPPS that TMD utilizes, collaborating with divisions within the Comptroller’s office to resolve identified system issues, and assisting with administration of integrated database systems. Reports to the CAPPS and Business Intelligence Manager and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.


WORK HOURS: Monday – Friday, 8 hours a day, 40 hours a week


ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Coordinates with users to identify system and/or report requirements, develops functional design specifications to meet requirements, assists with system and/or reports testing, and solves complex operational problems.
  • Provides system expertise, functional support, and help desk coverage by responding to inquiries submitted through the phone and/or agency CAPPS Support e-mail address.
  • Provides highly advanced consultation and analysis of the CAPPS production system.
  • Designs, modifies, and implements new or revised systems to serve new purposes or improve workflow.
  • Prepares flow charts and diagrams to define the goals of the system.
  • Provides system expertise and functional support throughout the application development and application change processes.
  • Assists with User Acceptance Testing (UAT) of CAPPS upgrades and provides UAT support for designated agency personnel.
  • Responds to written inquiries promptly and professionally.
  • Escalates Service Requests when determined necessary.
  • Assists with development, testing, scheduling, and execution of backup and restore processes to protect organizational data.
  • Assists with establishment and implementation of database security controls and user access levels.
  • Assists with monitoring of database performance and implementation of efficiency improvements (including indexing and query tuning).
  • Assists with development of standards, guidelines, policies, and procedures designed to ensure the integrity of the database environment.
  • Able to work independently and perform all assigned tasks in a timely manner
  • Attends relevant training to maintain the essential functions of the position.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends
  • Performs related work as assigned.
Qualifications


MINIMIUM QUALIFICATIONS


EDUCATION:

  • Graduation from an accredited four-year college or university is required.

PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, or a related field is preferred.

SUBSTITUTION:

  • Master’s degree may be substituted for 2 years of experience.

EXPERIENCE:

  • Three years’ experience in systems analysis and/or design work is required. (See substitution)
  • Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.

PREFERRED EXPERIENCE:

  • Two years’ experience working with CAPPS Financials and/or Pepolesoft modules, version 8.8 or higher is preferred.
  • Experience with process or systems analysis work on any one or combination of the following: General Ledger/Commitment Control, Purchasing/eProcurement, Accounts Payable, Billing/Accounts Receivable, Inventory, Asset Management, Project Costing, Customer Contracts, Grant Accounting, Planning, Budgeting, Human Resources, Time and Labor, Position Management, Payroll, Performance Management, Learning Management, or Employee/Manager Self-Service is preferred.
  • Experience working with Enterprise Resource Planning (ERP) on any one or combination of the following modules: Accounts Payable, Commitment Control, eProcurement, General Ledger, Purchasing, Planning and Budgeting, Accounts Receivable, Cash Receipts, Asset Management, Grant Accounting, or Payroll is preferred.
  • Experience and high-level proficiency with Excel creating complex formulas and spreadsheets is preferred.
  • Experience with Texas state government processes, policies, and procedures is preferred.
  • Experience with the Uniform Statewide Accounting System (USAS), the Automated Budget and Evaluation System of Texas (ABEST), and/or the State Property Accounting System (SPA) is preferred.
  • Experience in applications system design, development, implementation, testing, and maintenance is preferred.
  • Three or more years’ experience creating Queries using SQL or PeopleSoft Query Manager is preferred.
  • Experience with relational database concepts, structures, management practices, and current database technologies is preferred.
  • Experience with database design concepts to include relational database (OLTP) and data warehouses (OLAP) is preferred.
  • Experience with Microsoft Data Platform to include AQL Server, related tools, and the T-SQL query language is preferred.
  • Experience with Microsoft Power BI is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS:

  • Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting, spending more than 70% of the time sitting at a desk operating a computer and telephone. May lift, carry, move, and/or set up equipment and materials that weigh up to 25 pounds. Requires approximately 5% travel.
