Tacoma Water (TW) has a unique opportunity for a System Planning Engineer (Professional Engineer) to join our System and Asset Planning (SnAP) team wthin our Planning and Engineering Division.


The SnAP Team
The System and Asset Planning workgroup is made up of three teams (System Planning, Asset Planning, and Emergency Management). The System and Asset Planning teams are both responsible for developing and maintaining the overall short and long term plan for Tacoma's water system, infrastructure and assets. The teams focus on system demands, levels of service, risk and resiliency to ensure that we can guarantee our customers safe and reliable water supply for future generations.

The Role
This position under the direction of the System Planning Engineering Supervisor is responsible for developing and maintaining the overall plan for the water system considering demands, development, hydraulics, level of service (LOS), risk and assets comprehensively.


This role also serves as a project manager over multiple highly technical system engineering studies and provides engineering oversight to other Tacoma Water staff. This position is also a senior technical resource within the System Planning group and performs advanced level engineering duties.

The System Planning Engineer is responsible for oversight and development of the comprehensive system planning to support the initiation of Capital Improvements Projects (CIP) or Maintenance Projects and planning for seismic resiliency and critical backbone infrastructure.

This position oversees the Planning and Engineering Project Intake as well as the prioritization of all associated projects. They will support development of business case evaluations (BCEs) to identify and justify projects.

Primary Responsibilities:

  • Provide short and long range system planning analysis to support system improvements throughout Tacoma Water's service area
  • Develop and implement strategic, data driven recommendations
  • Assess, model, document, justify, recommend and implement optimized water system operations, sustainable business practices and strategic capital improvement projects
  • Make data informed decisions related to the infrastructure and operational needs of the system considering demands, development, hydraulics, LOS, risk and assets comprehensively
  • Identify projects that need to be incorporated into the Water System Plan and Capital Improvement Program (CIP)
  • Plan for system resiliency, including during seismic events
  • Support the collaborative efforts to update the Water System Plan
  • Support Project Charter development, conduct research and make system recommendations
  • Perform hydraulic modeling using engineering judgement and project prioritization



QUALIFICATIONS:


Bachelor of Science degree in civil, mechanical or electrical engineering and a Professional Engineer License.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
Professional Engineering License at time of appointment with maintenance thereafter.
May require a valid Washington State Driver's License at the time of appointment with maintenance thereafter.


Desired Qualifications:
  • System and asset long-term planning experience, including State of Washington planning
  • Water distribution system hydraulic modeling in Innovyze InfoWater software or equivalent
  • System resiliency planning experience (such as post seismic events)
  • Experience with implementation of asset management recommendations
