Description

Plans directs and coordinates the vehicle operations activities of a large public transportation system; is responsible and accountable for providing public transportation services including vehicle and terminal operations, inspection services, staff supervision, and related office and support activities.

Examples of Duties


  • Formulates and/or approves revisions to the rules and regulations governing the specific work of the division.
  • Prepares or reviews reports of subordinate supervisors, service inspectors, and
  • others relating to the activities of the division.
  • Reviews the effectiveness and adequacy of the Division’s organization and the qualifications
  • of staff members.
  • Devices are means of improving the organizational relationships and development of employees to meet the needs of the organization.
  • Analyzes operations and operational problems and devices and/or approves plans for more economical and efficient service delivery.
  • Studies and analyzes present service routes, schedules, and passenger load factors and recommends appropriate service changes.
  • Reviews recommendations to transfer, promote, demote, reassign, discipline, and/or reward employees.
  • Reviews, tracks, and recommends appropriate training and development opportunities for staff.
  • Receives and responds to employee problems and grievances.
  • Performs frequent field inspections of terminals and routes serviced, noting general conditions and possibilities for improvement.
  • Receives reports on general traffic conditions and makes adjustments to service routes and schedules, as required.
  • Evaluates the effects of, and make recommendations on, proposed traffic ordinances and proposed changes to existing traffic routes.
  • Oversees subordinate supervisors, service inspectors, and other staff relating to the activities of the division.

Minimum Qualifications

  • Bachelor's degree with a specialization in transportation, traffic engineering, or business administration.
  • Six (6) years of extensive experience and training in operating practices and procedures, planning, directing, and supervising work of subordinates in a large urban transportation system which includes four (4) years of experience in an administrative capacity.

  • Knowledge of the organization, work, functions, best practices, and procedures of a large urban transportation system.
  • Knowledge of local, state, and federal rules and regulations applying to the Detroit Department of Transportation.
  • Skill in solving operational, supervisory, and administrative problems.
  • Skill in analyzing information to make effective and economical decisions.
  • Skill in implementing service delivery procedures.
  • Skill in supervising, planning, and coordinating large-scale transportation operations.
  • Skill in report writing.
  • Skill in oral and written communication.
  • Ability to efficiently coordinate, direct and plan large-scale urban transportation activities.
  • Ability to interact with subordinates, departmental personnel, and others in a tactful and diplomatic manner.
  • Ability to perform organizational and employee development analysis.
  • Ability to respond to workplace dynamics in a timely, visionary, and proactive manner.
  • Ability to interpret and analyze statistical data.
  • Ability to manage multiple priorities.

Licenses, Certifications, and Other Special Requirements:
Valid State of Michigan Operator License; employees may be required to provide and operate a motor vehicle on a mileage-reimbursed basis.

Work Environment
Work is performed in a typical office environment with frequent site visits to terminals and passenger service areas.
