Overview:

Boston Government Services has a need for a State and Community Energy Data Analyst.

This position directly supports the Department of Energy Office of State and Community Energy Programs (SCEP) in metrics relative to the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA). Includes data collection, data analysis, and reporting.

Position requirements include:

• Support the development of methodology for collecting specific BIL/IRA data points (e.g., add additional fields to existing process metrics in SCEP databases, including PAGE; create new process metrics and associated data fields; update annual reporting forms, program applications, etc.
• Examine data collection avenues should be examined for programs, including process metric fields in PAGE, program application forms, program annual reports, external reports, and others TBD.
• Support new SCEP programs in designing streamlined metric data collection forms, to be provided to the PAGE team for programming purposes.
• Coordinate with program staff and PAGE contractors on proposed and approved changes
• Produce documentation mapping data fields to BIL metric data points, and outline aggregation formulas.
• Develop templates and methodology for collecting information outside of PAGE that can be mapped to activity tracked in PAGE through mechanisms that may or may not currently exist, such as through project identifier codes, etc.
• Coordinate with different organizations on systems integration and metric mapping.

Requires strong attention to detail and the ability to manage multiple projects and tasks to meet congressionally mandated deadlines. Expert data analysis and report development skills using Excel, MS Access, VBA, and/or Python is a plus.

Required Qualifications:

• Bachelor’s Degree in a relevant field (project management, data science, engineering, energy management, or another related discipline).
• 5+ years of experience.

Preferred Qualifications:

• Familiarity with PAGE and other EERE systems, including the EERE Data Center and Project Management Center.
• Familiarity with the ICR process.
• Understanding of software systems and systems integration.

Salary Range: $75-95,000.
