The Opportunity:
This is a new position with CONSOR that is focused on ensuring our water and wastewater project engineers have ready access to the most up to date Master Specifications for all categories of work. You are passionate about maintaining and updating reliable, appropriate Master Specifications and enforcing their use to promote consistency and high quality in CONSOR’s deliverables. You will work with our Communications Team to ensure users of the Master Specifications can find what they are looking for quickly, and that the Specifications are up to date and accurate. You will also work with Information Technology, Operational Excellence & Risk, and the Technical Services Leader to ensure CONSOR maintains compliance with code and standard copyright laws, selects and purchases the applicable industry codes and standards (such as ASTM, NFPA, AWWA, etc.). You will superintend the Master Specifications update process and collaborate with stakeholders in the process. The Specifications Manager is a great opportunity for someone passionate about quality, efficiency, process improvement, adherence to standards, and how these attributes contribute to the overall company brand. You will benefit from support and enforcement of your responsibilities by the Water Technical Services Leader and Water Director. As a qualified engineer, you will also participate in project delivery, either as a project manager or project engineer, as workload requires it. It is anticipated that 50% of your time will be focused on Specifications and 50% will be on project delivery.
Essential Duties & Responsibilities:
  • Maintain and improve approximately 1000 Master Specifications.
  • Consolidate Master Specifications from several acquired firms into one complete reference set, while maintaining the accessibility of legacy Specifications.
  • Work with Technical Practice Group (TPG) Leaders and Principal Engineers to develop CONSOR’s set of Process Mechanical Master Specifications for Water and Wastewater Treatment.
  • Responsible for the systems and tools that support Master Specification including manuals, templates, task automation tools, index, project list, improvement idea tracking, internal training, company communication about specs, etc.
  • Stay informed on industry trends for construction documents and set strategic direction in alignment with company goals.
  • Manage operational and strategic project budgets.
  • Work with TPG Leaders and Technical Services Administration Specialist to respond to needs and inquiries expressed by engineers.
  • Coordinate with other departments including document processing/ editing staff and project managers.
  • Coordinate with project teams by asking numbers to project unique specs and developing front ends for projects, as requested.
  • Lead of project specification quality reviews.
Required Credentials:
  • BS in Engineering
  • Construction industry experience: 9 years minimum or 8 years with MS
  • Solid working knowledge of each of the construction document types including procurement documents, contracting requirements, specifications, drawings, addenda, and contract modification documents.
  • Strong understanding of the full range of procurement methods and contracting methods with an understanding of the different requirements for public and private owners.
  • Firm grasp of the engineering design process, and particularly the referencing of national, regional, and client specifications, codes, and standards.
  • Project management skills.
  • Proficient writing skills.
  • Software skills: MSWord, MSExcel, MSProject, and Visio.
  • Skilled at translating technical content for non-technical audiences.
  • Able to analyze the big picture and identify opportunities for improvement.
  • Ability to work in a collaborative team environment to build consensus.
  • Ability to work in a geographically dispersed team environment with a diverse client base.
  • Ability to travel 30 to 50 percent of the time.
Additional Preferred Qualifications:
  • P.E. License
  • CSI Construction Document Technologist certification (CDT)
  • CSI Certified Construction Specifier certification (CCS)
