JOB PURPOSE:

The Pecos Children Center: Through a contract with the U.S. Department of Health and Human Services (HHS) and the Office of Refugee Resettlement (ORR), Endeavors operates a 3,000 bed UC Influx Care Facility (residential) in Pecos, Texas (Pecos Childrens Center or PCC). Children age 13-17, both males and females, are provided medical and mental health care, recreation, programming and direct care in accordance with all ORR policies and procedures, as well as COVID-19 protocols. On average, children spend 15 days in care while they wait reunification with a qualified and vetted sponsor in the United States. Children are primarily from El Salvador, Guatemala, and Honduras.

Position Requirements

ESSENTIAL JOB RESPONSIBILITIES:

  • Maintain professional relationships with Federal, State, and Local government officials. Manage the execution of high-level briefings, reports, and data requests from both internal and external stakeholders. Plan and develop communications strategies, programs, work plans, policies and processes commensurate with Endeavor’s vision to strengthen PCC’s reputation.
  • Establish and implement short- and long-range goals, objectives, strategic plans, policies and operating procedures; monitor and evaluate programmatic and operational effectiveness, efficiency, safety, and effect changes required for improvement.
  • Analyze data, interpret policies, procedures and regulations, develop appropriate responses and conclusions and prepare reports.
  • Establish team, department and organizational strategies, policies, practices, and processes that foster an inclusive work environment, build cultural awareness and maximize a diverse workforce's benefits.
  • Model and promote Endeavors mission, vision and core values Ensure appropriate staffing and human resources policies, procedures, and standards are met consistent with contractual and Endeavors policy.
  • Ensure effective safety and security preparedness plans and exercises, and serve as the Incident Commander in the event of an emergency. Direct supervision over PCC deputy directors and other executive office administrative support.
  • Report and confer with appropriate Endeavors Migrant Services and other Endeavors leadership, as appropriate.
  • Perform other duties, as assigned, to ensure the effective and successful operations of PCC.

ESSENTIAL QUALIFICATIONS:

EDUCATION:

Graduate degree in a relevant field (i.e. management, social services, public policy, etc.). At least 10 years of senior leadership/management experience. Experience leading people and managing complex programs.

EXPERIENCE:

  • 10+ years of previous management experience over complex systems and processes within the ORR.
  • Demonstrated ability to develop high-functioning leadership teams over 5+ years.
  • A least 5 years experience as a supervisor.
  • Experience presenting complex information to a wide constituency including staff, corporate leadership, federal staff, stakeholders and the broader community.
  • Exercise independent and group problem-solving skills to effectively resolve process improvement opportunities.
  • Exceptional managerial skills and the ability to lead a team.

TRAVEL:

Valid driver’s license, access to a vehicle, insurance, and willingness to drive to off-site locations, highly preferred. Able and willing to travel locally, nationally and internationally up to 25-50% of time.

WORKING CONDITIONS:

Indoors: 60% - Office, enclosed area, dorm, tents, and residential environment; generally normal noise level.

Outdoors: 40% - All weather conditions and variable temperatures.
