SUMMARY:
Under the supervision/guidance from Water or Sewer Program management, this position is responsible for the safe and efficient locating of water and sewer facilities. Responsibilities are performed under normal supervision.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times.

1. Login to computer, check emails, and upload tasks daily.
2. Accurately and efficiently locate underground water and sewer assets.
3. Meet and coordinate with contractors on large scale projects.
4. Maintain underground locating equipment.
5. Perform minor maintenance to vehicles and equipment.
6. Transports equipment to and from the job sites.
7. Cleans service equipment and maintains vehicles to the department standards.
8. Responsible for keeping an inventory of hardware and replace when necessary.
9. Ability to take and follow directions from supervisor.
10. Responsible for timely and accurate SSO reporting.
11. Perform other duties as required or assigned.
12. Regular attendance and timeliness is required.
13. Familiarize and follow all relevant water and sewer SOP’s.

MINIMUM EDUCATION and EXPERIENCE:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • High school diploma or GED
  • Previous experience working in the utilities field is necessary.
  • Must have a Class IV Water Distribution License as issued by the State of Arkansas, or be able to obtain license within two (2) years of being placed in the position.
  • The incumbent must possess and maintain a valid driver’s license.
  • The incumbent must possess or have the ability to obtain within 9 months of appointment a Class “A” CDL driver’s license without air brake restriction.
  • Problem solving, speed, and accuracy are required to perform the duties of this position.
  • Excellent communication and interpersonal skills are also required.

PREFERRED QUALIFICATIONS:
  • Knowledge of the water and wastewater collection system and the ability to accurately interpret civil engineering drawings and specifications for utility systems would be preferred.

OTHER SKILLS AND ABILITIES:
  • Skill in the proper use and operation of equipment for assigned work areas.
  • Ability to follow instructions, safety practices, and standard operating procedures in performing assigned tasks.
  • Ability to perform heavy manual labor and to work in adverse weather conditions.
  • Ability to understand and communicate the English language.
  • Ability to effectively communicate with staff and with the public.
  • Ability to follow all District rules, regulations, and policies.
  • Ability to work a two-way radio/cellular phone.

While performing the duties of this job, the employee must frequently stand, walk, talk and hear. Occasionally sit, stoop, kneel, crouch or crawl and use hands to finger, handle or feel objects. The incumbent must also reach with hands and arms. Specific vision abilities required by this job include close, distance, peripheral and color vision. Depth perception and the ability to adjust focus are also necessary.

The employee is occasionally required to lift up to 50 pounds.

While performing the duties of this position the incumbent is exposed to outdoor weather conditions and is required to work near moving mechanical parts. The incumbent is also exposed to non-weather related extreme heat or cold. The incumbent is also at risk of electrical shock and vibration.

The noise level in the work environment is usually moderate.
