Position Summary
USAID’s Global Health Security (GHS) Program supports programming that grew out of a recognition that nearly 75 percent of all new, emerging, or reemerging diseases affecting humans at the beginning of the 21st century have originated in animals. On behalf of USAID, the GHS Program implements the Global Health Security Agenda (GHSA), a global initiative endorsed by the United States Government, designed to enhance country capacities to prevent, detect and respond to emerging infectious diseases. Launched in 2014, GHSA builds country capacity and measures sustained progress to create a world safe and secure from emerging infectious disease threats. The GHS program aims to “prevent, detect and respond” to emerging infectious diseases that originate in animals with epidemic and pandemic potential, using a “One Health” approach that recognizes the critical linkages between the health of humans, animals, and the environment. In its current iteration, the program is building on prior efforts to help strengthen global, national, and community-level capacities to prevent, detect, and respond to emerging health threats. These efforts are all coordinated with the United States Government’s Global Health Security Strategy, launched in 2019.

The Senior One Health Advisor will be assigned to the Bureau for Global Health, Office of Infectious Disease, Emerging Threats Division (GH/ID/ETD). The position will support the entire division’s GHS portfolio of activities and will work closely with either the Emerging Threats Division Chief or designee. USAID’s GHS program encompasses efforts that provide support to more than 30 countries in their efforts to promote global health security, build country capacity and to prevent emerging infectious disease threats.
Responsibilities:

Providing guidance and expertise, including assisting with the preparation and/or review of strategies and program plans to address policy and implementation issues at the global level.

  • Work with the ETD AORs to stay abreast of GHS activities to coordinate, align, and appropriately attribute activities to the GHS program.
  • Provide technical guidance and program support to guide and assess country technical programs for preventing, detecting, and containing emerging threats globally.
  • Identify and access appropriate resources for these efforts, including the technical and operational coordination with USAID field Missions, regional bureaus, cooperating agencies, host countries, and NGOs.
  • Provide technical expertise for program management for GHS activities with the USAID field missions.
  • Support ETD to guide global health security programs in all regions.
  • Maintain tools for budget tracking and support for GHS programs at USAID field missions, coordinating with ETD budget analyst, regional bureau staff and following-up with missions and other operating units as necessary to ensure that complete, accurate and timely data is captured.
  • Support GHS program and budget, implementation and tracking with USAID field missions and coordination with other pillar bureaus, OAA, regional bureaus, missions, etc. as necessary.

Serving subject matter expertise to USAID and its partners.

  • Liaise with ETD and other parts of the agency (FM, SPBO, OAA, GC, IG, etc.) on all issues related to one health and zoonotic disease.
  • Serve as the liaison between the ETD team, Mission staff, other USAID teams working on GHS, and the USG interagency GHS teams on program management, implementation, and resolution.
  • Support the Division in discussions with Global Health and Agency leadership.
  • Serve as a Global Health liaison for the One Health and related working groups, as requested.

Assessing current one health and zoonotic disease literature, and international guidelines, and providing recommendations to USAID.

  • Keep abreast of new developments and emerging issues that affect USAID’s technical priorities via literature review, attendance at technical meetings and workshops, and participation in relevant training events, and formulate recommendations for responses to these developments and share with colleagues and, as appropriate, regional missions.

Contributing to the routine work, including providing technical updates, briefers and other documents that describe USAID’s activities, research and progress; preparing portfolio reviews and reports; reviewing documents such as annual reports and operational plans; and preparing responses to Q&As and other requests for information.

  • Support missions and regional bureaus to prepare all GHS and other required reporting including but not limited to quarterly or semi-annual reports, Congressional reporting, audits, and Bureau-specific briefings.
  • Assist with data collection, analysis, and report writing pertinent to GHS program and other reporting.
  • Develop briefing materials, updates and other reports as required and necessary.
  • Provide technical assistance and program support to missions country and regional-level activities and initiatives, as required.
  • Work with country missions and regional bureaus to co-create country projects
  • Provide backstopping support to missions and ensure that GHS efforts are fully coordinated, and USG assets leveraged to the greatest extent possible.
  • Prepare briefing documents for GHS leadership meetings with the U.S. Interagency, multilateral organizations and Congress.

Providing technical advice to ensure that country programs are consistent with current practice, international standards, and recommendations.

  • Provide technical guidance and management support to in-country teams for GHS investments.

Contributing infectious disease expertise and participating in working groups and task forces.

  • Participate in GHS-related meetings, briefings, and/or presentations within USAID, USG interagency, and international partners.
  • Other duties as assigned.
Full salary range for this position is: $126,100 to $189,020 per year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
Qualifications:
  • Master's degree and 10 years relevant experience, Bachelor’s degree and 12 years relevant experience OR Associate’s degree and 14 years relevant experience in public health, social work or related social sciences field
  • Expertise in the fields of public health, animal health, infectious diseases, or related fields.
  • At least 5 years of professional experience engaging with global health or international development technical disciplines (such as, infectious diseases, animal health, etc.).
  • Experience working with health programs in developing countries.
  • Communication skills to convey complex information to multi-cultural, non-technical and technical audiences with diverse views.
  • Skill in applying innovative and independent thinking, planning and problem solving.
  • Demonstrated ability to lead activities and tasks to successful completion, coordinating with a variety of stakeholders, including organizational leadership and external and internal partners
  • Demonstrated flexibility and openness in responding to changing work priorities and environment.
  • Ability to work under pressure and across teams.
  • US citizenship with the ability to obtain and maintain a US security clearance
