(Part-Time Position)
This is a PARS (Public Agency Retirement System) budgeted position and is limited to 999 hours per fiscal year. This is not a PERS eligible position.
Bilingual speaker (English – Spanish) is desirable.

We have an opening for a Code Compliance Officer I/II in our Code Compliance Division of the Community Development Department. Work schedule is 15-20 hours per week.

DESCRIPTION:
Under general supervision, performs a variety of technical duties in support of the City's Code Compliance programs: monitors and enforces a variety of codes and ordinances in support of City departments, including those related to zoning, land use, planning, and related codes, public nuisances, abandoned vehicles, and other issues relating to the health, safety, and welfare of the community. Serves as a resource and provides information on City regulations to property owners, residents, businesses, the general public, and other City departments and divisions.

KEY RESPONSIBILITIES:
  • Performs a variety of field and office work in support of the City’s Code Compliance program; enforces compliance with City regulations and ordinances including those pertaining to the violation of zoning, land use and planning codes, public nuisances, abandoned vehicles, and other issues relating to health, safety and welfare of the community.
  • Investigates and responds to public complaints, conducts onsite inspections and re-inspections, determines existence and type of code violations; recommends corrective actions in order to bring about compliance, determines time frames for compliance and assists homeowners and businesses to obtain compliance.
  • Issues Notices of Violation in the form of handwritten notices and letters to businesses, residents, property owners, and managers.
  • Responds to inquiries from and advises property owners and the public regarding compliance with zoning regulations, property maintenance standards, regulatory practices, and current active code compliance cases.
  • Documents violations per procedural guidelines, such as Notices of Violations and citations; maintains records of evidence in the form of photographs and case notes.
  • Attains compliance from difficult individuals and situations. Responds tactfully, clearly, concisely and appropriately both verbally and in writing.
  • Conducts research regarding property ownership and applicable codes; maintains a computer database of evidence and data.
  • Participates in outreach to new businesses in the city.
  • Coordinates compliance activities with other governmental agencies and City departments.
  • Performs related duties as required.
Typical Qualifications:
The following generally describes the knowledge and ability required to enter the job and/or be acquired within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
  • Operations, services, and activities of a municipal code enforcement program;
  • Principles, practices, and methods used in the enforcement of a variety of codes;
  • Procedures involved in the enforcement of codes and regulations including methods and techniques of conducting and documenting field investigations;
  • Applicable federal, state, and local codes, laws and regulations related to building, zoning, housing, and nuisance violations; legal actions applicable to code enforcement compliance;
  • Public relations and conflict resolution methods and techniques;
  • Record keeping practices;
  • Business letter writing and basic report preparation techniques;
  • Office equipment including computers and word processing and spreadsheet applications;
  • Occupational hazards and standard safety procedures.
Demonstrated Ability to:
  • Independently perform a full range of municipal code enforcement and compliance duties;
  • Interpret and apply applicable codes, ordinances, and regulations related to zoning, nuisance abatement, and health and safety issues;
  • Inspect and identify violations of applicable codes and ordinances;
  • Enforce pertinent codes, ordinances, laws, and regulations with impartiality and efficiency;
  • Operate personal computer to access information and utilize common business applications;
  • Read and interpret legislation, zoning and subdivision law as related to zoning enforcement;
  • Apply the appropriate manner and the necessary skill to deal with the various segments of the public in explaining zoning requirements and procedures;
  • Identify conditions that constitute a zoning violation;
  • Read blueprints and landscaping plans;
  • Respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner;
  • Investigate complaints and mediate resolutions in a timely and tactful manner;
  • Prepare accurate and detailed documentation of investigation findings;
  • Maintain complex logs, records, and files; research, compile, and collect data;
  • Prepare clear and concise technical reports;
  • Work independently in the absence of supervision;
  • Follow written and oral instructions;
  • Communicate clearly and concisely, both orally and in writing;
  • Establish and maintain effective working relationships.

MINIMUM REQUIREMENTS:
Education/Training:
Equivalent to the completion of the twelfth grade supplemented by specialized training and/or college level coursework in criminal justice, planning, public administration, law enforcement, construction inspection, or related field.

Experience:
One year experience performing code compliance or similar public contact work of an inspection nature for a public or private agency; or two years of experience performing public contact work of an investigative or inspection nature including at least one year of code compliance inspection work.

License or Certificates:
  • Code Compliance Officer I: One year experience performing code enforcement or similar public contact work of an investigative or inspection nature for a public or private agency. Must obtain a POST Certificate (PC832) within the first nine months of employment.
  • Code Compliance Officer II: One year of experience as a Code Compliance Officer I with the City of Escondido, or two years of experience performing public contact work of an investigative or inspection nature including at least one year of code enforcement investigation/inspection work. Must possess a PC 832 certificate.

  • Must possess a valid California Class "C" Driver's License
  • Will be required to work weekends and some late evenings as assigned.

Salary Ranges: Code Compliance Officer I: $24.74 - 30.07/hr, Code Compliance Officer II: $27.31 - $33.20/hr.
Work Schedule: 18-24 hours per week, variable hours. Must be available nights and weekends.

SELECTION PROCEDURE
Applications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.
All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment.
