DEFINITION

Under general direction, performs professional level accounting work; supervises the operation of a major functional accounting or budget unit (e.g., Payroll, Accounts Payable or Receivable, Health Insurance, Budget Development, Federal Projects, etc.); prepares reports, statements and other documents.

DISTINGUISHING CHARACTERISTICS

Positions in this class have responsibility for the functions of a unit in the Accounting/Payroll or Budget Section of the Fiscal Services Division of the District; incumbents perform professional level accounting work in the area or unit assigned; supervise and train assigned personnel, including Fiscal Services Technician, Accounts Payable Specialist, and clerical personnel.

The class of Senior Accountant is distinguished from the class of Fiscal Services Technician in that the latter does not normally have supervisory responsibilities; is not expected to make judgments which have not been authorized through standard policies or supervisory action; and is not solely responsible for a major accounting function.

MINIMUM QUALIFICATIONS AND SPECIAL LICENSE OR LANGUAGE SKILLS

Education :
Graduation from a recognized college or university with a Bachelor's Degree in accounting, finance, business, public administration or related filed, is required. One (1) year of graduate level course work in accounting, finance, business, public administration or related filed may be substituted for one year of the required experience. Units in government accounting, tax accounting, cost accounting and advanced accounting are preferred.
Experience :
Three (3) years of professional-level experience in accounting or finance work, in a private or public industry, including one (1) year of supervisory and/or lead experience in accounting or related field, is required.
Special License or Language Skills:
A valid Class C California Driver's License and use of a private automobile may be required for some positions that require driving. For positions that drive, evidence of insurability at standard rates must be submitted in the form of a DMV printout.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities of this class include but are not limited to:
  • Schedules, prepares, reviews and evaluates various financial statements and reports
  • Analyzes, evaluates and develops recommended procedures to meet needs of preparation, control and coordination of District budgets
  • Performs internal audits, checking and reviewing departmental accounts
  • Reconciles financial reports to books of original entry
  • Participates in the analysis and review of current and proposed systems and procedures
  • Compiles statistical reports
  • Reviews and processes personnel requisitions
  • Prepares a variety of detailed factual and analytical accounting, statistical and narrative reports
  • Prepares financial, cost and budget analysis
  • Examines financial statements and other fiscal records for technical defects and arithmetical accuracy and prepares reports on findings
  • Performs attendance review accounting
  • Performs reconciliation of financial reports, records and other documents
  • Collects, gathers, and prepares tax reports and payments
  • Assigns, reviews and supervises work in a major functional area in the Accounting or Budget Departments, such as Food Services, Federal Projects or Payroll
  • Provides oversight and support for associated student body activities at school sites and at the District level
  • Develops or assists in the development of accounting procedures, records and systems
  • Assists in budget preparation and administration
  • May train and supervise the work of clerical assistants and other assigned accounting personnel
  • Performs other related duties as required

APPOINTMENT

Employees who receive a regular appointment to the class must serve a probationary period of one (1) year. During this period, the employee must demonstrate an overall satisfactory level of performance; failure to do so shall result in the employee's termination without right of appeal to the Human Resources Department. All positions within this classification are Exempt.
