Job Summary

The Minnesota Department of Corrections (DOC) has an opening for a Safety Administrator at the Minnesota Correctional Facility - Stillwater.

This position requires travel approximately 30% of the time and has contact with incarcerated individuals.

Responsibilities include but are not limited to:

Develop, manage, and monitor the effectiveness of regional/institutional accident and injury prevention and DOC safety programs to ensure a safe environment, comply with applicable regulations, and help improve the culture of the organization. Provide leadership in prioritizing, scheduling, directing, and coordinating the safety program in the facility.

Function as an active member of the DOC Safety Team, participating in all DOC-wide initiatives aimed at improving the safety and health environment for all employees. This includes providing assistance to other safety team members and other facilities as needed. The Safety Administrator at MCF- Stillwater will function as the DOC-wide contact for physical plant and construction projects.

Plan, develop and implement department-wide safety training programs to ensure the health and safety of employees and minimize workers' compensation risk. Assess safety-related department training needs and write safety training courses.

Develop, implement, and maintain health and wellness programs and documentation to increase employee’s awareness and process effectiveness.

Direct the environmental compliance program for the facility and ensure that all state, federal, and county regulations are followed.

Participate in accident and injury investigations to determine their causes and propose remedial actions and preventive measures. Partner with the facility workers’ compensation administrator to recommend activities to prevent workers’ compensation claims and decrease the severity of existing claims.

Serve as the institution's liaison to other safety, health, and environmental regulatory agencies (e.g., Department of Labor & Industry; Minnesota State Fire Marshal, Minnesota Department of Health and the Minnesota Pollution Control Agency). In addition, safety support will be provided to DOC MINNCOR Industries as necessary. The Safety Administrator will be the back-up contact for the Archibus System coordinator.

Qualifications

Minimum Qualifications

EDUCATION/EXPERIENCE:

Completion of a Master's degree in Industrial Safety, Industrial Hygiene, Public Health, Risk Management/Control, Occupational Safety, Environmental Science, Safety Engineering, Safety Management/Science or a closely related field;
AND
1 year of professional-level experience in one or a combination of the following areas: developing and monitoring or auditing safety programs; workers' compensation; health promotion/wellness programs; and/or occupational safety and health regulations.

OR

Completion of a Bachelor's degree in Industrial Safety, Industrial Hygiene, Public Health, Risk Management/Control, Occupational Safety, Environmental Science, Safety Engineering, Safety Management/Science or a closely related field;
AND
2 years of professional-level experience in one or a combination of the following areas: developing and monitoring or auditing safety programs; workers' compensation; health promotion/wellness programs; and/or occupational safety and health regulations.

OR

Completion of a Bachelor's degree program;
AND
3 years of professional-level experience in one or a combination of the following areas: developing and monitoring or auditing safety programs; workers' compensation; health promotion/wellness programs; and/or occupational safety and health regulations.

SKILLS/ABILITIES:

  • Ability to work semi-independently, without close supervision.
  • Ability to develop and conduct safety training for staff.
  • Ability to establish and maintain effective working relationships with management, labor, and employees and to handle controversial situations in a tactful and diplomatic manner.
  • Ability to effectively participate on committees.
  • Basic computer skills, including MS PowerPoint and Excel.
  • Written and oral communication skills sufficient to prepare and deliver formal and/or informal presentations as well as respond effectively to written and verbal inquiries.

Preferred Qualifications

  • Experience in the corrections field.
  • At least two years of professional-level experience as described above PLUS a Master's degree in Industrial Safety, Industrial Hygiene, Public Health, Risk Management/Control, Occupational Safety, Environmental Science, Safety Engineering, Safety Management/Science or a closely related field.
  • Completion of a Bachelor's degree or higher in Industrial Safety, Industrial Hygiene, Public Health, Risk Management/Control, Occupational Safety, Environmental Science, Safety Engineering, Safety Management/Science or a closely related field.
  • Certification as Associate Safety Professional (ASP), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) or a closely related safety and occupational certification.
  • Experience in developing and implementing environmental compliance programs.
  • Strong computer skills, including MS PowerPoint and Excel.

Physical Requirements

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
