RISK AND BENEFITS SPECIALIST

JOB DESCRIPTION

DEPARTMENT: Risk Management and Employee Benefits WORK DAYS: 248
REPORTS TO: Director of Risk and Employee Benefits FLSA STATUS: Exempt

POSITION SUMMARY

To assist the Director of Risk and Employee Benefits and Safety Manager with clerical, technical, and analytical
support relating to the District’s comprehensive property and casualty insurance and risk management
programs. To administer employee benefit plans and programs for active and retired employees through
efficient use of financial resources in accordance with applicable laws and union contracts.

MINIMUM REQUIREMENTS

  • Bachelor’s degree in business/finance or risk management from an accredited educational institution
  • Valid Florida Driver’s License

WORK EXPERIENCE:

  • Five (5) years of combined relevant experience in property and casualty insurance or employee

benefits administration, preferably both

  • Experience in using databases, spreadsheets, and payroll program applications

PREFERRED QUALIFICATIONS

  • ARM (Associate in Risk Management) preferred
  • Working knowledge of risk management and employee benefits administration to include: applicable local, state, and federal laws, relevant associated compliance techniques, Affordable Care Act (ACA)

regulations, Health Insurance Portability and Accountability Act (HIPAA) privacy regulations, and compliance tool software

  • Customer service focused on problem resolution and caseload time management
  • Ability to coordinate and integrate related risk management and benefit functions with district departments, schools, and outside vendors
  • Ability to work independently, effectively, and efficiently within the department
  • Ability to understand payroll procedures in order to explain the impact on employee benefits

ESSENTIAL DUTIES

  • Assist in the administration of the risk management program: compiles District liability claims, review contracts for protection from identified exposure, prepares information for claims adjusters and legal

counsel

  • Assist in FEMA claims through documentation, coordinate with Finance for payroll and attend FEMA meetings
  • Investigates employee accidents, claims, thefts and property losses
  • Serve as District representative at Emergency Operations Center and member of District’s Crisis Planning Team
  • Assist in the employee benefits plans: employee costs effectiveness, employee eligibility, insurance

advisory board, open enrollment process, monthly reconciliation

  • Oversee Risk Management exposure of student field trips and provide training to school sites
  • Assist with oversight of the District’s compliance with the Affordable Care Act
  • Assist in management the Worker’s Compensation program
  • Assist with litigation management
  • Coordinate Wellness Program county wide: organizes Employee Wellness Fair, disseminate wellness

updates to wellness ambassadors

  • Maintains network of stakeholder contacts in local government
  • Member of the Disaster Recovery Team
  • Perform other duties as assigned

Working Conditions: Normal office and school environment and /or classroom environment.
This position is listed as “Essential” during a declared emergency, and will be providing services that exceed their
contractual obligations by working on days and at times when other District employees are not required to be on
duty.
Physical Demands: Routine physical activity associated with normal office and school environment.
Light Work: Involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently.

independently; work indoors.
Minimum Mental Requirements: Ability to read, write, understand, interpret and apply information at a
moderately complex level essential for successful job performance; judgment and the ability to process information quickly; learn quickly and follow verbal procedures and standards; give verbal instruction; rank tasks in order of importance; copy, compare, compile and coordinate information and records.
