Research Scientist, Governance Job at OpenAI

OpenAI San Francisco, CA

About the team
The Governance Team’s mission is to develop late-stage, credible AGI strategy and governance plans. Pursuing this mission involves developing, analyzing, and ultimately taking action toward concrete and realistic interventions that could contribute to ensuring that the development and deployment of increasingly powerful, general AI models go well for humanity. If you enjoy owning research projects end-to-end, thrive in roles where the ambitious entrepreneurial pursuit of open-ended goals is rewarded, and are strongly motivated to contribute to the roll-out of advanced general AI systems going well, you will find our work here uniquely challenging and rewarding.
Our focus areas include:

  • Internal governance: How can OpenAI be better prepared and equipped to develop and potentially deploy increasingly advanced, generally capable AI models?
  • Coordination and cooperation: How could and should leading AI labs, independent organizations focused on safety and governance, academic researchers, policymakers, and others work together on key fronts to ensure that the trajectory toward AGI goes well?
  • Regulation: What does ideal national and international regulation look like for AI compute, frontier training runs, and our most advanced models to mitigate the catastrophic risks potentially posed by advanced AI?
  • Forecasting: What key questions can we resolve via analysis and forecasting methods to clarify the strategic landscape informing AGI strategy and governance work?

About the role
We are looking for experienced research scientists with a proven track record of delivering high-quality research autonomously and collaboratively.
In this role, you will produce novel insights, ideas, and proposals that shift the needle on the clarity of our roadmap toward governing increasingly powerful, advanced AI models. You will contribute to priority work streams on the Governance Team centered on delivering actionable recommendations to OpenAI, policymakers, and other actors in the ecosystem.
Example work streams include:

  • Developing and analyzing concrete proposals for national and international regulation of AI compute, frontier training runs, and frontier AI models.
  • Developing and analyzing concrete proposals focused on AGI safety and governance between industry actors, independent organizations, policymakers, and others.
  • Executing on conceptually clear, analytically rigorous research focused on de-confusing core aspects of the strategic landscape as is decision relevant to OpenAI (e.g., the competitive landscape, forecasting the AI development trajectory, modeling deployment risks).

This role is based in our San Francisco HQ or remotely. We offer relocation assistance to new employees.
In this role, you will:

  • Developing end-to-end research project proposals, often in the context of collaborating with others on the Governance team, that align with the Governance Team’s priorities
  • Execute on substantial research projects autonomously, including skilling up in areas as needed, reaching out to experts in the field, doing novel design and analytical work
  • Producing high quality research deliverables which emphasize decision/action relevant recommendations for different actors
  • Occasionally present research to different stakeholders, internally and externally to OpenAI
  • For more senior hires, lead research projects which may involve several researchers from the Governance team

We’re looking for a blend of the following:

  • Master’s or PhD or equivalent in economics, political science, international relations, law, computer science, machine learning, or similar disciplines
  • Proven ability to conduct rigorous qualitative research that is publishable in respected fora
  • Strong interest in, and some level of familiarity with, core components of the governance of emerging technology, e.g. institutional design, geopolitical dynamics, game theory, arms control
  • Are concerned about the long-term harms from ML models and want to use your career to help address them
  • Enjoy fast-paced, collaborative, and cutting-edge research environments
  • Happy to translate research into timely, calibrated, and actionable analysis and advice in an uncertain and evolving environment

Nice to have:

  • Practical experience working with policymakers at the national and international level on topics related to emerging technology
  • Deep expertise in a/several particular areas that could be relevant to AGI strategy and governance (e.g. compute governance, multilateral export controls, international institution design, AI trajectory forecasting)
  • Interdisciplinary, particularly between technical and non-technical disciplines
  • Experience in project management and execution, general doer orientation

The annual salary range for this role is $196,000 – $300,000. Our total compensation also includes generous equity in OpenAI and benefits.
