Position Title: Regulatory Compliance Manager

Location: Atlanta, GA (*on-site). *Incumbent must work in office in Atlanta four (4) days per week and may work remotely one (1) day per week with manager approval.

Summary:

Manage MEAG Power’s compliance audit/oversight activities with Federal Energy Regulatory Commission (FERC) rules, North American Electric Reliability Corporation (NERC) Reliability Standards, and SERC Reliability Corporation’s regional requirements related to planning, operations, and cyber security. Recommend policy positions to mitigate risk imposed by FERC, NERC and SERC regulatory oversight and compliance scrutiny. Provide a single point of contact as a facilitator with external entities concerning these activities.

Scope of Responsibility: Violations of NERC or FERC standards, even if inadvertent, can result in significant financial penalties, and can be a leading indicator of compromises in reliability, therefore this position maintains a calendar of deadlines and manages work to meet all deadlines. The proposed and final regulatory standards are highly technical and affect many areas of Power Supply and Transmission. This position facilitates risk mitigation strategies to keep MEAG Power in compliance with these externally imposed requirements. Must be a self-starter; must be able to persuade and influence behavior of company personnel toward achievement of compliance goals. Assigns work and supervises regulatory performance activities of contractors and employees.

Key Responsibilities/Accountabilities:

Monitor external activities (at FERC, NERC, and SERC) that affect MEAG Power’s transmission and generation planning, engineering and operations; advise managers as needed to ensure compliance. Identify standards that apply to MEAG Power and, in conjunction with MEAG Power’s Compliance Committee, assign “ownership” of each standard and requirement to appropriate departments, managers, and subject matter experts. Ensure compliance awareness so that MEAG meets deadlines and audit scopes / schedules.

  • Perform annual reviews to identify gaps between requirements and MEAG Power’s current performance; advise appropriate managers of the gaps and the impact of noncompliance.
  • Document evidence of MEAG Power activities and work processes that keep MEAG in compliance with standards / requirements. Use NERC/SERC lists of industry “most violated” standards, SERC’s compliance directions specific to MEAG Power, and internal perceptions of risks unique to MEAG Power when preparing the annual compliance-monitoring plan.
  • Be the liaison with outside entities who act on behalf of MEAG Power in compliance issues. Coordinate to meet deadlines and quality expectations.
  • Monitor development of proposed new or revised FERC rulemakings, NERC Reliability Standards, and SERC Regional Requirements. Advise appropriate managers.
  • Participate, and encourage others to participate, in NERC and SERC compliance related committees, Industry Subject Matter Expert audits, seminars, meetings, etc. to develop and promote MEAG’s position viewpoints.
  • Coordinate and facilitate the periodic meetings of MEAG Power’s Compliance Committee.
  • Manage SERC and NERC voting activity.
  • Be a confident policy advocate and facilitate the Directors regulatory activities as needed.
  • Performs other duties as assigned

Qualifications:

  • Requires a four year degree from an accredited college or university, preferably in one of the following areas; engineering, accounting, business, legal or engineering technology. An advanced degree is preferred.
  • A minimum of eight years of progressive electric utility experience in transmission, generation planning and operations, including at least two years experience working with regulatory issues.
  • Must have a thorough and diversified knowledge of the electric utility industry in general and specific expertise with federal regulations pertaining to utility operations.
  • Requires ability to persuade through effective verbal and written communications.
  • NERC and SERC auditing experience, understanding of economic decision-making and supervisory experience are a plus.

Direct: Temporary assistance from time to time. No specific number.

Indirect: Supervises other departmental personnel managing a regulatory calendar. No specific number
