POSITION PURPOSE:
The Refrigeration Compliance Specialist is responsible for implementation of Albertsons’ Refrigeration Compliance Plan to ensure compliance with Section 608 of the Clean Air Act and related state and local requirements. They ensure that all refrigeration vendors/technicians are complying will all Compliance Plan requirements.
KEY ACCOUNTABILITIES:
  • Perform on-site physical inspection of refrigeration systems, machine rooms and associated records for each store in the division at least once per year exercising independent judgment in the scheduling and completion based on risk factors. Scope of inspections to include the following:
o Evaluation of the condition of the equipment and components in the refrigeration systems (e.g. valves, piping, compressors, condensers, vessels and leak detection/monitoring equipment).
o Review of the onsite refrigeration records for accuracy and completeness. Records include documentation for refrigerant tracking (additions and recovery), leak inspections, leak repairs, leak verification tests, etc. Recommend changes in preventive maintenance programs to ensure compliance with company policy and local/state/federal requirements.
o Verification of refrigerant equipment and gas inventories.
o Review of the machine rooms to identify potential issues related to safety, material storage and housekeeping.
  • Communicate the results of store inspections to Division Maintenance, Albertsons’ Maintenance and Procurement Support (MAPS), the Environmental Affairs group and refrigeration vendors through in-person meetings, presentations and written reports. Manages Vendor/Technician Compliance with all legal and company policies and works with these groups to develop an action plan to resolve any issues that were identified and support the successful execution of the action plan. Manages the vendor relationship including recommendations on new vendors, dropping vendors and changes in the RFP for refrigeration vendors to ensure compliance, performance and cost control.
  • Manages the relationships with regulatory agencies in assigned area related to refrigeration issues and represents the Company’s interests during on-site inspections or other regulatory meetings. Collaborates with the Environmental Affairs group and MAPS in generating and managing refrigeration vendor performance metrics and implementing corrective actions, as warranted, to minimize the risk of future reoccurrence of issues that may have a large-scale business impact.
  • Serves as the primary liaison between the Division and the refrigeration vendors to facilitate compliance with applicable regulatory requirements, in partnership with MAPS. Conducts top to top meetings with all refrigeration vendors in the division at least twice per year to review performance and reinforce expectations related to compliance and Albertsons Refrigeration Compliance Plan. compliance with annual Contractor’s Compliance Certification process.
  • Partner with refrigeration vendors to ensure they are correctly using Albertsons’ refrigeration maintenance database.
  • Actively participate in quarterly refrigeration meetings (as requested) to review compliance status and requirements of Albertsons Refrigeration Compliance Plan.
  • Collaborates with MAPS and the Environmental Affairs group to facilitate training of refrigeration vendors and champion compliance.
  • Work with Division Maintenance Leadership, MAPS and Environmental Affairs on special projects, as needed.
  • Provides additional guidance with other regulatory compliance efforts as assigned.
KNOWLEDGE AND EXPERIENCE:
Education Level:
  • High School diploma or GED with related work experience
  • 2-3 years of commercial refrigeration/HVAC experience
  • EPA refrigerant handling certification is preferred
Skills and Experiences:
  • Ability to perform work independently under pressure and at stringent levels of efficiency.
  • Must be an effective problem solver who works well in both independent and team settings.
  • Demonstrated negotiation skills and the ability to work with limited supervision.
  • Must possess outstanding leadership and supervisory skills and consistently demonstrate the ability to work with and through others in a proactive, non-adversarial way, to achieve desire results.

  • Computer proficiency in word processing, spreadsheets and presentation software is required.
TRAVEL REQUIREMENTS:
Requires travel through the Southern Division including overnight and longer trips in outlying areas. May travel to other divisions and corporate offices as needed. Travel is expected to require up to 80% of the work week. Most divisional travel will be by automobile.
PHYSICAL ENVIRONMENT:
  • Job duties require on-site visits which may include climbing stairs and use of ladders (inside and outside), exiting through roof hatches to inspect exterior roof mounted equipment as well as in noisy refrigeration rooms.
  • Duties will be performed in both temperature-controlled office space and ambient temperatures in refrigeration rooms and on rooftops.
  • Must be able to respond to refrigeration emergencies or agency inspections with little notice and potentially outside of normal working hours.
  • Incumbent may sit for long periods of time at desk or computer terminal.
  • Incumbent may use calculators, keyboards, telephone, and other office equipment in the course of normal workday.
  • Stooping, bending, twisting, and reaching may be required in completion of job duties.
