***THE POSITION***

This position is located on a Forest Service Job Corps Civilian Conservation Center. The incumbent of this position provides leadership and guidance to students in a group living environment and provides practical counseling to students.

INTRODUCTION

This position is located on a Forest Service Job Corps Civilian Conservation Center. The incumbent of this position serves as a recreation assistant responsible for organizing and administering a conventional basic recreational and physical fitness program or segments of an entire program. The incumbent provides leadership and guidance to students in a variety of group recreational and physical fitness activities.

The incumbent assists students, peers, and subordinates in understanding the relevance of, and promotes the development of positive social skills among students through modeling appropriate behavior, positive intervention, and positively intervening and teaching appropriate employability skills for workplace success. Participates in the Center Behavioral Management System (BMS) and/or the Student Code of Conduct (SCC) program as necessary to insure proper workplace conduct, appearance and behavior. Sets a positive example as a role model to students by displaying appropriate etiquette, timeliness, and dress.

This position requires the selectee to obtain or possess a Commercial Driver’s License (CDL) with the appropriate Endorsement(s) as required by the mission. This position is a Test Designated Position (TDP) under the Forest Service/Department of Transportation (DOT) Alcohol and Controlled Substances Testing Program. All applicants selected for this position will be required to submit to a pre-employment urinalysis to screen for illegal drug use prior to appointment. Incumbents of this position will be required to submit to a urinalysis on an ongoing random basis, after appointment as directed.

MAJOR DUTIES

Provides on-site supervision of recreational activities to students with various skill levels and backgrounds. Ensures a safe, healthy atmosphere for all students performing recreational and physical fitness activities. Ensures that self-directed activities are carried out in accordance with the recreational plans. Identifies and makes changes in processes and/or procedures in order to have full participation by students.

Schedules, coordinates, and supervises recurring group activities such as basketball, volleyball, softball, including making reservations, acquiring transportation, and other related arrangements and providing information concerning these activities based on overall recreation program plans.

Identifies and recommends changes or modification to the recreation and physical fitness program. Performs special assignments in facility-wide programs or volunteer sponsored activities.

Meets individually with students to discuss day-to-day problems encountered in recreational and physical fitness activities. Gives practical advice and counsel to students and proposes solutions to routine problems without imposing personal values.

Serves as a lifeguard and water safety instructor.

Ensures that facilities are properly prepared, including needed equipment and supplies are on hand for scheduled activities. Personally, makes sure the facilities are set-up for physical activities. Makes reservations, collects payments, and distributes information concerning games and activities. Responsible for ensuring students are aware of safety requirements concerning the activities, facility and equipment. Ensures compliance with and enforcement of all safety rules and regulations. Submits monthly recreation and other reports as required.

Operates government vehicles to transport students to and from off-site activities. This may include operating buses with air brakes.

Performs other duties as assigned.

OTHER SIGNIFICANT FACTS:

Incumbent must obtain and maintain all applicable Water Safety Instructor (WSI) certifications.

Knowledge of basic common rules of recreation which enables the employee to competently and independently plan and carry out continuing recreation segments of the programs.

Knowledge of the basic principles, concepts, and techniques of recreation to the specific needs of the projects or programs elements to which the incumbent is responsible for carrying out.

Skill in the application and utilization of the principles, concepts, and techniques of recreation in performance of variety recreation activities.

Skill in the effective management and utilization of the financial, physical, and human resources of recreation programs.

Knowledge of and utilization of various Job Corps related databases and software in order to perform and process work assignments.

The supervisor makes assignments involving familiar concepts in terms of objectives to be achieved.

The incumbent carries out normal assignments and solves normal technical problems independently. The supervisor is available for assistance with unusual or complex problems.

A variety of rules and regulations exist which govern the procedural aspects of the Job Corps and residential living program.

Considerable judgment and initiative is required to determine the applicability of guides to specific situation, e.g., the appropriateness of specific disciplinary measures in a variety of situations, the need for referral of potentially adverse situations, and to gain students’ cooperation in residential living activities and programs.

The work involves assisting students in positive social and employability skills for workplace success.

Actions to be taken differ according to the nature of the situation.

Contacts are with students, families, representatives of the community, and other employees in the Center.

Factor 7. Purpose of Contacts Factor Level 7-2 50 Points

Contacts are to obtain, clarify, and exchange information in coordinating and meeting the objectives of and operation of the recreational and physical fitness program, as well as to facilitate the operation of other programs on the center. Contacts with enrollees involve a high degree of interpersonal skill, as they may be hostile, aggressive, and unresponsive to leadership or direction.

The work may require physical exertion, recurring bending, and crouching, stooping, stretching, reaching, or recurring lifting of light to moderately items such as supplies.

This work environment relates to the various types of recreation programs in which everyday risks and discomforts require normal safety precautions typical of recreation halls, gymnasiums, playing fields, and activity centers. Activities are usually planned and conducted in a building, an outdoor facility, or an area designed and built or renovated especially for a recreation program or activity. Heating, lighting, ventilation, sanitation, and safety features are adequate in such buildings and outdoor areas; and activities are not held during inclement weather.

The Wolf Creek JCCCC is located in the Umpqua National Forest, 11.7 miles north-east of GLIDE, Oregon, a community of approximately 1,800 people, and is 27.6 miles east to the outskirts of Roseburg, Oregon, a community of approximately 24,915 people. Roseburg is the county seat, the largest city in Douglas County, and is the hub for retail, government activity and medical services in Central Douglas County.

The USDA Forest Service Job Corps Civilian Conservation Centers helps eligible young people ages 16 through 24 years old to complete their high school education; trains them in educational, social, and vocational skills that are needed for meaningful careers and assists them with obtaining employment. WCJCCCC trade areas of focus include: welding, carpentry, construction, business services, culinary, forestry, and wildland fire fighting.
