Job Title: Project Manager (Mountain Projects)
Reports To: Director of Resort Development
Department: Resort Development
Classification: Full Time Year Round
FLSA Status: Exempt

GENERAL PURPOSE
This position will work on the Resort Development team to manage execution of capital projects from concept to closeout focusing on on-mountain earthwork and utility projects including ski lifts. The Project Manager (Mountain Projects) will understand and refine project expectations at both department line of business and overall company levels. This position primarily focuses on the implementation of project design, budgeting, and construction but will also support master planning, monitoring, permitting and all other Resort Development department efforts. This position will hire and manage a team of equipment operators, laborers and blasters to self-perform projects in addition to securing sub-contracted entities as needed.

ESSENTIAL FUNCTIONS
  • Hire, manage and coordinate personnel to self-perform Heavy Equipment Operator, Labor and Blasting work on the mountain to complete projects.
  • Secure rental/lease equipment and manage contracts to complete projects.
  • Secure, manage and work with subcontractors as required to complete projects.
  • Secure materials and supplies as required to complete projects.
  • Maintain the Special Use Permit area to JHMR and USFS standards (manage brush cutting, spraying and weed abatement, rehabilitation, mowing, etc.)
  • Maintain other JHMR owned and controlled land to JHMR and other regulatory agency standards.
  • Develop and maintain CapEx project programming and scope to support line of business goals and expectations.
  • Develop and maintain project construction documents (drawings, specifications, RFP’s, bid forms, etc.)
  • Develop and maintain detailed project estimates, budgets and cost accounting.
  • Develop and maintain project schedules.
  • Monitor and report on project progress.
  • Monitor and record self-performed work production rates (LDR’s) and equipment utilization reports.
  • Coordinate JHMR owned equipment as required.
  • Communicate with governmental agencies (USFS) to secure project approvals and maintain required documentation.
  • Support the department with National Environmental Policy Act requirements and documentation.
  • Support the department in master planning including feasibility analysis.
  • Support the department in development of seasonal operating and construction plans.
  • Provide a safe environment for both employees and guests with a focus on organizing summer mountain travel for the safety of guests and other departments.
  • Arrange safety and other necessary training for crews.

OTHER FUNCTIONS
  • Coordinate and bill for outside projects.
  • Coordinating survey and project layout needs.
  • File maintenance and archiving.
  • Inspect infrastructure on the mountain both winter and summer.
  • Performs additional tasks as assigned.

JOB QUALIFICATIONS

KNOWLEDGE, SKILLS & ABILITY:
  • Ability to manage projects involving heavy equipment with mountain applications: roads, mass excavation, utilities, rigging, reclamation, etc. and deliver projects on time and on budget.
  • Knowledge of equipment suitability and capabilities.
  • Knowledge OSHA regulations and general compliance.
  • Knowledge of Wyoming Public Works documents.
  • Knowledge of development of capital budgets.
  • Ability to read and interpret construction documents (drawings and specifications).
  • Basic computer abilities and proficiency in Microsoft Office, specifically Word and Excel.
  • Working knowledge of scheduling software (MS Project, Primavera, etc.)
  • Autocad Civil3d and GIS software familiarity.
  • Good written and verbal communication skills.
  • General knowledge of the National Environmental Policy Act (NEPA).
  • Able to work independently with minimum supervision and in a team atmosphere.
  • Able to adapt to multiple and varied responsibilities.
  • Strong organizational and analytical skills.
  • Able to consistently set goals and meet deadlines and adapt to flexible responsibilities.
  • Must be organized and detail-oriented meeting deadlines and requests.
  • Able to obtain ATF Responsible Person clearance.

SUPERVISORY DUTIES
  • This job will hire, manage and assign tasks to the Mountain Projects Laborer and Mountain Projects Heavy Equipment Operator Supervisors and their respective crews (approximately 24 reports depending on scheduled projects).
  • Determine appropriate resource requirements (personnel, equipment & supplies).

WORK ENVIRONMENT
  • This job operates in both an office and job site setting. This role routinely uses computer and phone. The work is completed in both an indoor environment as well as outdoor environment to visit job sites. Outdoor environment may cause exposure to extreme temperatures and varying weather.

PHYSICAL DEMANDS
  • Hearing and ability to give and receive detailed information through oral communication at elevated and normal speaking level both in person, over a two-way radio in a loud construction zone, and over the phone.
  • Ability to ski or snowboard on expert terrain.
  • Ability to drive a motor vehicle in varying weather conditions and on mountainous terrain.
  • Ability to push/pull 50+ pounds.

POSITION TYPE AND EXPECTED HOURS OF WORK
This job is year-round full time and typically works during day time business hours; however, work may be required on evenings and weekends. Schedules and hours may fluctuate depending on business need.

REQUIRED EDUCATION AND EXPERIENCE
  • High School Diploma (Bachelor’s degree preferred)
  • Minimum 3 years of construction management and supervisory experience
  • Experience with US Forest Service regulations

PREFERRED EDUCATION AND EXPERIENCE
  • Contractor’s License for Teton County, WY.
  • Experience with mountain construction and ski area operations.
  • Previous Heavy Equipment or Drilling and Blasting experience preferred.

ADDITIONAL ELIGIBILITY QUALIFICATIONS
  • Ability to operate a vehicle (pickup, ATV/UTV and snowmobile) on steep terrain.
