Abacus Technology is seeking a Program Manager to maintain overall responsibility for an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle at the Federal Aviation Administration (FAA). This is a full-time position.
Responsibilities:
Lead all aspects of the IDIQ program which includes multiple task orders. Provide oversight of existing task orders (TOs), quality and cost control, staffing, customer satisfaction and relationship management, developing and maintaining business relationships with teaming partners and industry stakeholders, executive program reviews, and TO capture and proposal response support. Coordinate with business development and corporate staff for support on both existing TOs as well as new TO opportunities. Identify, track, and respond to task order requests. Track IDIQ and TO level cost, schedule, and performance. Ensure all IDIQ requirements are met including staffing and services, cost control, timeliness and business relations. Represent the firm in negotiations to achieve contracts and modifications that grow the program and minimize contractual risk. Maintain timely communication and customer satisfaction for all task order responsibilities. Coordinate program activities with Government representatives, conduct research for special projects and/or draft responses to Government inquiries, and present briefings to management officials. Develop business relationships with other stakeholders and partners. Prepare monthly status reports and ensure such deliverables are submitted in a timely fashion and of high quality/accuracy. Maintain overall responsibility and management of all task orders. Manage all subcontractors engaged on the IDIQ. Ensure program compliance with government policies and procedures. Advise senior management in setting the strategic direction to ensure maximum benefit of IDIQ.
Qualifications:
10+ years progressive experience within the government consulting industry. Bachelor’s degree in a related field from a nationally accredited and recognized academic college or university. Master’s degree highly desirable. Work related certifications such as the Project Management Professional (PMP) certification a plus. Experience in leading and directing large scale government contracting programs. Must have experience in managing FAA programs. Proven experience in pursuing and capturing new federal business, including building and leveraging relationships, developing effective teaming and win strategies, and writing winning proposals. Extensive knowledge of the IT strategy and services marketplace across the Federal government. Must be able to develop technical literacy in Abacus’ core competencies including network operations, information assurance, engineering, and management services. Capable of interacting with SMEs for the purposes of program planning and evaluation. Understanding of the current IT and contracting standards as well as trends prevalent within the Federal government. Demonstrated experience in working, managing, and competitively winning large scale government contracting programs. Excellent management capabilities and a thorough knowledge of project life cycles. Solid communication and relationship building skills are required. Must be quality focused and have a proven track record in outstanding customer service. Experience working for a prominent consulting firm strongly preferred. Strong verbal and written communication skills as well as proven relationship building skills. Must be a US citizen.
