Reporting to the Procurement Director, the Senior Procurement Officer procures complex goods and services in accordance with the South Carolina Procurement Code and Winthrop University standard practices and procedures and contributes to the department’s efforts to continually improve the efficiency and effectiveness of the university’s procurement processes.

Procures complex goods and services in accordance with the South Carolina Procurement Code and Winthrop’s standard practices and procedures:
  • Receives and independently examines procurement requisitions.
  • Processes requisitions to purchase orders, modifies purchase orders, processes change orders, and reviews open encumbrance report.
  • Advises departments on procurement policies.
  • Prepares bid specifications; prepares and initiates term contracts; evaluates bid submissions; awards contracts and ensures compliance with contract terms; and assists and participates in processing solicitations.
Assists with operations budget and quarterly reports; conducts procurement-related training classes; assists vendors in becoming minority-certified with the state; continually seeks cost savings to maximize the purchasing value of funds; and updates and maintains the Banner Finance Training manual and provides training to campus users.

Bachelor’s degree and at least two years of procurement/contracts experience. Equivalent combination of education, training and experience may be considered.

Working knowledge of the South Carolina Consolidated Procurement Code, relevant state and federal regulations, and procurement best practices. Knowledge of construction-related procurement and the planning and execution of state permanent improvement projects, including building codes, life safety codes, etc. Knowledge of the principles of budgeting and fiscal management. Exceptional organizational and verbal and written communication skills. Ability to identify and analyze factors in the awarding of contracts; negotiate and implement contractual agreements; interpret rules, regulations and laws and disseminate accurate information to members of the campus community; research and resolve problems independently; work under pressure to meet strict deadlines; and establish and maintain effective working relationships with faculty, staff, vendors, contractors and the general public.
