The City of Goleta is offering an exciting career opportunity to join the City as an Engineering Manager. (Principal Civil Engineer). The Director of Public Works intends to hire up to four Engineering Managers (One assigned to Engineering Division, one assigned to Capital Improvement Program, one assigned to Capital Project Construction, and one assigned to Traffic Engineering).

The Engineering Manager will direct and implement the development of departmental goals and operating policies and procedures relative to the areas of the capital improvement program, capital project construction, traffic and transportation engineering services, and land development engineering services. Additionally, the Engineering Manager will have knowledge of principles and practices of Civil Engineering and project management; preparation of grant reimbursement requests, particularly state and regional transportation funding procedures; CEQA and NEPA environmental review processes associated with the approval of public works projects; and principles of cost estimating, contract administration and budgeting.

Requires equivalent to a Bachelor’s degree along plus 5 years of increasingly responsible and varied professional engineering experience including a minimum of 2 years of experience in a supervisory capacity. Registration as a Civil Engineer in the State of California in good standing at the time of application is required.

The annual salary range for this position is $134,139 to $171,200. The City of Goleta has a six-step salary schedule and placement within the range will be based on overall experience and will be DOQ. The City offers a comprehensive benefits package including CalPERS retirement. Additionally, the City offers flexible scheduling and a hybrid workplace. Most employees have the option to work remotely up to 3 days per week with 2 days at City Hall.

With an operating budget of $7.7 million and a staff of 29, the Public Works Department spans across the following key divisions: Administration, Engineering Services, Traffic and Transportation (street lighting, traffic signals, traffic engineering, etc.), Capital Improvement Program, Parks & Open Space Maintenance, Street Maintenance, Environmental Services/Solid Waste.
