Description

Definition : An employee in this position performs work of marked difficulty in the analysis of latent fingerprints in criminal cases. Work involves the examination and comparison of latent fingerprints, chemically processing items for fingerprint evidence and testifying as an expert witness. Work is continually reviewed for quality and performance.

Authorities
: An employee in this position works with other Crime Laboratory personnel. Work is performed under the supervision of the Fingerprint Unit Supervisor.

Duty Hours
: 8:00 AM to 4:30 PM, Monday through Friday, subject to call back to duty. Occasional shift work as required to meet the needs of the Unit.

Per the Department's Collective Bargaining Agreement, newly hired employees who do not possess corresponding experience will start at the base starting pay listed in this posting.

Examples of Duties

  • Evaluates and compares latent fingerprint evidence by use of the ACE-V (Analysis, Comparison, Evaluation, and Verification) method using a magnifier or other means available.
  • Determines identity of individuals through analyzing latent fingerprints.
  • Enters fingerprint information into Automated Fingerprint Identification System (AFIS) and Next Generation Identification (NGI).
  • Performs technical and administrative reviews of reports.
  • Performs technical and administrative reviews of examiner documentation.
  • Maintains evidence chain of custody and record keeping.
  • Testifies in court as an expert witness on fingerprint evidence.
  • Advises Crime Scene personnel and Police Officers on technical issues, such as appropriate methods to obtain and preserve latent fingerprints.
  • Prepares chemical compounds and powders needed to process fingerprint evidence.
  • Completes written reports, as needed, which are detailed, accurate and factual, and completed in a timely fashion.
  • Trains Fingerprint Technicians and Police Personnel on fingerprint classification systems, fingerprint crime scene techniques and fingerprint processing methods.
  • Processes suspect and victim fingerprints by preparing ink rolled and/or livescan fingerprints; prepares ink rolled fingerprints from cadavers and amputated fingers.
  • Provides technical assistance to fingerprint technicians.
  • Makes photographic reproductions of fingerprint impressions.
  • Acts as supervisor of the Fingerprint Unit, as needed.
  • Successfully participates in proficiency testing and continuing education.
  • Participates in projects and presentations, as required.
  • Reads relevant journals and attends trainings in order to keep current in the field.
  • Investigates, validates and implements new technologies.
  • Attends relevant meetings and classes.
  • Maintains proficiency in Crime Scene analysis techniques, when required.
  • Maintains and complies with all St. Louis County Police Department Written Directives and Crime Laboratory Policies and Procedures.
  • May perform other similar or related duties as assigned.

Minimum Qualifications

Knowledge, Skills and Abilities :

  • Knowledge of the practices and principles of latent fingerprint examination and processing.
  • Knowledge of the use, applications and methods of fingerprint classification systems.
  • Knowledge of Automated Fingerprint Identification Systems (AFIS).
  • Knowledge of crime scene techniques and procedures as they relate to obtaining latent fingerprints.
  • Skill in processing latent fingerprint evidence.
  • Skill in interpreting fingerprints as evidence in police investigations and court proceedings.
  • Skill in writing reports.
  • Ability to testify in court as an expert witness on fingerprint evidence.
  • Ability to communicate effectively with police agencies, court officials and co-workers.
  • Ability to train others in fingerprint practices and methods.
  • Ability to apply accepted codes, methods and principles in processing latent fingerprints.
  • Skill and ability to successfully complete assigned proficiency test.
  • Must possess initiative and be available to prioritize duties and meet deadlines.

Training and Experience :

  • Graduation from an accredited college or university with a bachelor’s degree in Biology, Chemistry, or Forensic Science or Criminal Justice related field.
  • Certification as a Latent Print Examiner by the International Association for Identification.
  • Three (3) years of experience in the fingerprint discipline, including at least two (2) years working with latent prints.

:

  • If the applicant is using experience substitution to meet educational requirements, letters of endorsement should include information concerning the applicant’s specific experience, including length of service.
  • There is a two-year probationary period for newly appointed Forensic Scientists. Employee must satisfactorily complete all required training and competency testing and are subject to dismissal for failing to complete probation.
  • International Association for Identification (IAI) Latent Print Certification must be obtained once compliance requirements of the certification program have been met.

:

  • Standing in an upright position for extended periods.
  • Sitting, talking, walking, and grasping.
  • Clarity of vision at 20 inches or less with the ability to bring objects into sharp focus.
  • Position may require employee to be occasionally or indirectly exposed to biological and chemical hazards.

Additional Information

CITIZENSHIP: Citizen of the United States or valid work permit, and apply for citizenship when eligible.
AGE LIMITS: Eighteen (18) years of age at the time of appointment.
EDUCATION: Educational requirements and skills will be determined by the position classification.
ARREST: Must be free from conviction of a felony or a Class "A" misdemeanor.
MILITARY: Must not have a "Dishonorable" discharge or "Bad Conduct" discharge if having served in the military. All "Other Than Honorable" discharges will be reviewed on an individual basis.
