Position Summary:
Our Onsite Chief Engineer (OCE) is responsible for working matters in the operations of the facilities and is considered a “working supervisor”. He directs the operation and maintenance (O&M) of equipment in a supervisory capacity. He supervises the trades workforce and provides training at the journeyman and apprentice levels. Pegasus’ OCE is a master level position who and repairs and details the critical equipment condition assessment repair and reporting.

Essential Duties & Responsibilities:
  • Reports directly to the Contract Project Manager and acts as the Alternate Contract Project Manager in the absence of the Contract Project Manager.
  • Develops job plans that define resources, performance standards, metrics, frequency, duration, and constraints for each task based on the PWS requirements.
  • Establishes and baselines the work and scheduling, requirements in conjunction with our Production Control Clerks including recurring work such as preventive maintenance (PM), watch standing, service calls, work orders (WO), and special project support and customer support requirements.
  • Trains journeyman and apprentices personnel, inspects, and has oversight of the preventative maintenance (PM) program
  • Provides direction and supervision of the Quality Control Program on this contract.
  • Manages all locations and maintains the ability to travel to all locations covered under the scope of the contract
Qualifications:
  • Previous or current experience including a minimum of five (5) years of recent (within the past seven (7) years) successful experience in contract management and supervision in directing operation and maintenance of equipment in a supervisory capacity, knowledge of the operation of site-specific major pieces of equipment and system operation. Bachelor’s Degree from an accredited university is a plus.
  • A minimum of two (2) years of recent (within the past five (5) years) experience with BAS systems, NCMMS and other CMMS systems, boilers, and chillers over 300 Tons and other characteristics of the equipment to be operated and maintained under this Contract.
  • An EPA 608 Certification, A/C Refrigeration Operator Certification, and one or more of the following certifications or equivalent experience:
    • N.A.P.E. Certification Air Conditioning III – Operations and Management (National Association of Power Engineers)
    • Advanced Boiler Operator Certification
    • International Union of Operating Engineers (IUOE) (class 2 – minimum 1-prefered) stationary engineer’s license
  • A Bachelor's Degree from an accredited university is a plus.
Experience:
  • Direct knowledge of the operations of specific systems and major pieces of equipment.
  • Direct understanding and experience in troubleshooting, repairing, and replacing building specific equipment.
  • Experience with Siemens BAS systems, Tridium Niagra Jace, NCMMS, other CMMS software, boilers, and chillers up to and over 350 Tons and other characteristics of the equipment to be operated and maintained under this contract.
  • Possesses a verifiable understanding and experience in operating, repairing troubleshooting, and replacement of building specific equipment.
Communication Skills:
  • Must have the ability to respond to common inquiries or complaints from customers, managers, and staff members.
  • Must have the ability to write reports.
  • Must have the ability to read, write, and comprehend English.
Reasoning Ability:
  • Must have the ability to effectively present information and respond to questions from managers, fellow employees, and customers.

  • Fritz Lanham Federal Building, Fort Worth, TX as well as cities located in West Texas including:
    • San Angelo
    • Midland
    • Lubbock
    • Amarillo
