Department Profile

Student Health Service (SHS) is a full service on campus primary healthcare facility for UC Santa Barbara students. We see students on both an appointment and as-need basis. Our auxiliary services included on-site laboratory, pharmacy, x-ray and physical therapy. Our specialty services include gynecology, sports medicine, travel medicine, psychiatry and an extensive alcohol and drug program compliments other behavioral health services.

Brief Summary of Job Duties

Under the general direction of the Executive Director, is responsible for a variety of high level administrative and supervisory duties. These include the direct supervision and management of the Clinical Nurse Educator/Supervisor and their staff, the Clinical Supervisor and their staff, the Patient Experience Director and their staff, and the Project Specialist in ensuring compliance with all legal requirements of practice at SHS.

Required Qualifications

  • Bachelor's degree.
  • California Registered Nurse license. Must be a valid and current RN license at all times during employment in order to practice and function in this clinical role.

Preferred Qualifications

  • Master's degree.
  • 5 - 7 years' experience in Nursing Administration.

  • Must successfully complete and pass a background check and credentialing process before start date and date of hire.
  • To comply with Santa Barbara County Public Health Department Health Officer Order, this position must provide evidence of annual influenza vaccination, or wear a surgical mask while working in patient care areas during the influenza season.
  • Any HIPAA or FERPA violation is subject to disciplinary action.
  • Student Health is closed between the Christmas and New Year's Day holidays.

Job Functions/Percentage of Time/Duties

Administrative Duties
35% Essential Duties

  • Assists with maintaining the accreditation standards for the clinical component of Student Health and is involved in standards related to medical quality, general quality improvement issues, medical records, clinical documentation and staff training.
  • Maintains compliance with all legal requirements of practice.
  • Maintains and updates the policies and procedures with regard to Nursing practice.
  • Participates in various committees as appointed. May include writing and presenting reports, serving as liaison between groups or committees and/or developing policies and procedures.
  • Acts as resource for clinical providers as well as non-medical personnel.
  • Collaborates with other health professionals to establish standards and regularly update Treatment Guidelines protocols, policies and procedures.
  • Is a member of the Executive Leadership Committee.
  • Responsible for all administrative personnel-rated functions for the Nursing Department in cooperation with the ELC. This includes recruitment, retention, conflict resolution, maintenance of appropriate records, promulgation of reports, and compliance with University and governmental policies and procedures.
  • Develops annual goals and objectives with Executive Director and Executive Leadership Committee.
  • Develops annual budget with Executive Director.
  • Mediates concerns or complaints that might be expressed by students or parents.
  • Coordinates contractual services and MOU’s that pertain to the clinical nursing functions of SHS.
  • Demonstrated effectiveness in budgeting; staff supervision; facility operations; and strategic planning.
  • Demonstrated ability in cultivating relationships, collaborating, and developing partnerships with a range of stakeholders.
  • Thorough knowledge of principles and practices of student health center administration.
  • Demonstrated ability to track, compile and present pertinent data to monitor performance and create forecasts related to short- and long-term departmental objectives.
  • Demonstrated problem solving and critical thinking skills.
  • Experience managing health services related issues and concerns.
  • Demonstrated skill in effective problem identification and resolution as a method of sound decision making.

Supervision
35% Essential Duties

  • Performs the full range of supervisory duties, including recruitment and training, assigning work, approving time records/request for time off, performance evaluations, disciplinary action including appropriate documentation, and termination of employment.
  • Hires, trains and conducts performance evaluations for all direct reports.
  • Provides supervision and coaching to assigned staff. Manages employee work schedules and approval of time off requests using Kronos.
  • Implements disciplinary action as necessary.
  • Complies with institutional, professional and regulatory agency standards, policies, procedures and regulations. Interprets policy, procedures, regulatory requirements, guidelines and standards and facilitates staff compliance as appropriate.
  • Manages the Clinical Nurse Educator/Supervisor, Clinical Supervisor, Patient Experience Director, and Clinical Project Coordinator to insure that services meet daily patient demands.
  • Serves on appointed committees. Duties may include writing and presenting of reports and acting as a liaison between committees and other community groups.
  • Assists in developing policies, procedures, and protocols in collaboration with other health and administrative personnel to insure quality patient care and meet accreditation standards.

Quality Improvement
25% Essential Duties

  • Directs the development, planning, assessment, coordination and administration of quality improvement (QI) and compliance/risk management programs.
  • Ensures compliance with applicable federal, state and local laws and regulations, including but not limited to HIPAA, FERPA, CMIA, OSHA, and that systems exist to protect the organization.
  • Ensures federal and state license, credentialing, and compliance requirements are met for professional accreditation and licensing and that systems and procedures are in place.
  • Coordinates with the Executive Director regarding accreditation renewals and site visits.
  • Oversees the management of the Medical Records unit, ensuring confidentiality of medical and personal information, responsible documentation, correspondence, and compliance with applicable laws, policies and procedures.
  • Ensures compliance with safe practices across all departments to prevent and control risk.
  • Promotes safe practices for patients, staff and facility, in an effort to minimize occupational risk.
  • In collaboration with the Executive Leadership Committee, develops and implements quality improvement programs that serve to promote service successes and minimize service failures in patient care. Assesses customer service effectiveness through continuous patient/customer satisfaction surveys.
  • Analyzes trends and proposes initiatives to address deficiencies.
  • Assume responsibility for the Quality Improvement Program and compliance with AAAHC standards, leading the QI Committee, preparing annual QI plan and reports, analyzing needs and directing Quality Improvement Projects.

Direct Patient Care
5% Essential Daily Duties

  • Participates in direct patient care by obtaining histories; assesses the nature and extent of presenting illness or injury.
  • Orders or performs appropriate diagnostic studies and interprets results.
  • Evaluates data collected and acts on results per protocol.
  • Plans and implements treatment under nursing protocols.
  • Refers and consults as appropriate using internal, campus and community resources.
  • Assists with, creates, and leads in the development and maintenance of multiple projects as directed by the Executive Director within the clinical scope of practice for a registered nurse.
