General Description:

Under general supervision of the Utilities Supervisor, reads between 200 and 800 water meters daily over a pre-determined route. Ensures the accuracy of readings entered into a hand-held data entry terminal. Interacts with customers to gain access to their premises and answers questions as required. Performs minor water-meter maintenance tasks. Reports abnormal or suspicious meter conditions or usage patterns to Manager or Service Technician. Employees are exposed to inside and outside environmental conditions, extremes in temperature, hazards of animals, and may work in close quarters, crawl spaces. Work performed is evaluated through observation, feedback on the basis of complaint activity, and accuracy of readings taken.

Essential Job Functions:

  • Walks along a predetermined route of varying length (typically eight to 10 miles per day, with occasional routes of up to 12 miles). May occasionally use a vehicle.
  • Locates water meters on an assigned route and records water meter reading, both analog, digital and FM. Readings, on a hand held microcomputer.
  • Checks to see that the meters are functioning properly and reports broken glass, lids and other meter defects.
  • Checks consistency of meter readings and reports unusual cases.
  • Cleans out flooded and buried meters
  • Explains meter readings to citizens; answers questions of a general nature on meter readings.
  • Cleans meter areas and replaces broken and malfunctioning meter boxes and meter box lids.
  • Conducts rereads of meters as required
  • Handles delivery and mail functions for the City.
  • Distributes door-hanging notices.
  • Cuts services on and off; tests for water leaks.
  • Performs related duties as required.

MINIMUM QUALIFICATIONS:

  • Knowledge of street layout and meter locations on assigned routes.
  • Working knowledge of safety rules and regulations.
  • Ability to deal courteously and effectively with the public and co-workers.
  • Ability to work independently within a routine schedule and to walk to cover an assigned route.
  • Ability to read and record meter readings accurately on a hand held metering device.*

Physical Requirements

  • Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.
  • Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • Must possess the visual acuity to operate a computer and hand held metering reading device, operate a motor vehicle, use measuring devices, and read numbers and letters.
  • Bend or stoop repeatedly or continually over time to read water meters.
  • Perform meter reading duties under adverse traffic conditions and in a variety of weather conditions with exposure to the elements.
  • Move water meter lids when they become stuck and overcome normal physical obstacles when they prevent access to the meters. This involves moving heavy objects (50 pounds or more) short distances (20 feet or less).
  • Work around insects, reptiles and animals that are confronted along a route.
  • Observe or monitor objects (such as water meters) to determine compliance with prescribed operating standards.
  • Travel across rough, uneven or rocky surfaces to read meters located in alleys or other unpaved easements.
  • Learn job-related material primarily through oral instruction and observation in an on-the-job training setting.
  • Move debris, dirt or other materials from around the meter boxes.
  • Climb a ladder to get into and out of a vault containing a water meter.
  • Work safely without presenting a direct threat to the incumbent or others.
  • Coordinate the movement of more than one limb simultaneously to climb a ladder, or overcome obstacles around a water meter.
