Mid-Columbia Center For Living is seeking an experienced and mission-driven leader to serve as Behavioral Health Medical Director in a rural community based program. This position works closely with all program areas within Mid-Columbia Center for Living to reach the goal of empowering community members and staff. The position is located to serve multiple work locations including clinic-based services and provide oversight for a residential program. This position requires pass for working with individuals with serious to severe mental illness and a belief that they are the experts in their treatment and can recover.

Responsibilities: The following list represents the essential responsibilities (functions) of the position. It does not, however, represent all of the duties the position may be asked to perform.

· Leading the agency’s behavioral health and primary care integration initiatives,

· Supervising employed and contracted medical providers, including psychiatrists, nurse practitioners, and physician assistants,

· Overseeing behavioral health medical providers compliance with applicable community standards of care, State and Federal laws, and other regulatory requirements for providing services,

· Directing and evaluating the medical component of services across the behavioral health system to ensure clients receive quality medical and psychiatric treatment,

· Acting as a key participant in ongoing clinical review of behavioral health system, programs and services based on evidence-based practice standards,

· Partnering with nursing manager and program managers to oversee operation of all medication support services,

· Participate as a member of the Agency’s administrative and management teams,

· Establish and foster relationships between MCCFL and community based medical providers and healthcare organizations,

· Oversee risk management and adverse event reviews

Knowledge of the principles of trauma-informed care and mental health recovery,

Knowledge of working in a community-based program serving youth and families, transitioning age youth, adults, and older adults,

Knowledge of mental health, substance use disorders and the intersection of dual diagnosis clients,

Use of electronica health records (HER) and the ability to support medical staff with the proper use of the HER,

Collaborative work style, including excellent listening skills, and the ability to communicate with staff, clients, and caregivers,

Flexibility and willingness to quickly shift focus to attend to multiple critical needs. This may include consultation with staff or mediation management,

· Provide leadership with staff including management of staff performance, hiring staff, and creating organizational procedures and workflows

Education

  • Any eligible combination of education and experience that meets the Board Certification through ABSM – Psychiatry, Family Medicine, Pediatrics, or Internal Medicine.
  • Current medical license for the State of Oregon.
  • Five years of experience in clinical practice, or community behavioral health services.
  • A minimum of three years in highly accountable administrative, teaching, or supervisory capacity.

Knowledge

  • Thorough knowledge of: current practices in behavioral health including the Recovery Model, strength-based treatment, consumer/family-oriented services, and integration of primary care and behavioral health systems;
  • Principles and practices of general and preventive psychiatry; principles and practices in the diagnosis and treatment of behavioral health and substance use disorders, including evidence-based practices in the behavioral health field;
  • Psychiatric medications and their interaction with other prescription drugs; general medicine and its relationship to mental illness and substance use disorders;
  • Research methods and practices in the behavioral health field; current practices in the field of quality assurance and quality improvement.
  • Considerable knowledge of: current laws, standards, and regulations that govern the provision of behavioral health services in the public sector, especially in Oregon; the legal environment affecting behavioral health;
  • Principles and practices of clinical supervision and training; program planning and development principles; and general budgeting, monitoring, and cost accountability.

Skill:

  • The development of community behavioral health program goals and limitations; community organizations as related to behavioral health and medical services;
  • Modern management principles and practices; organizational dynamics, conflict resolution, and behavior and performance management; and public administration practices related to personnel management.

Ability:

  • To plan, direct, coordinate, and evaluate behavioral health services; determine clinical and medical needs of community behavioral health programs;
  • Formulate, implement, and evaluate treatment methods and procedures;
  • Practice psychiatry in a community behavioral health delivery system; refer to local and regional providers of social, medical, and/or other specialized services; maintain currency in and apply knowledge of treatment modalities, medications, and laws governing psychiatric practice;
  • Establish and maintain effective working relationships with the Health Services Division Director, the divisions section managers, program managers, and staff, other County managers, community groups, other public agencies, medical professionals, behavioral health consumer and family advocacy groups, and the general public;
  • Provide clinical leadership and consultation to division staff and the staff of contracted organizations and partnering agencies;
  • Prepare clear and comprehensive reports;
  • Determine and evaluate levels of achievement and performance;
  • Secure cooperation and teamwork among professional and/or support staff; plan and conduct effective in-service training programs;
  • Collect and analyze data to establish/identify needs and evaluate program effectiveness; develop goals and objectives; communicate effectively both verbally and in writing.
