The Medical Director, Behavioral Health, JenCare leads major clinical and quality management components of JenCare’s Behavioral Health services, with focus on value-based care. Develops objectives, key results, and quality goals for the Behavioral Health program. Develops targeted education and training of Primary Care Providers (PCPs) for the management of adult behavioral health concerns. Collaborates with provider engagement personnel to ensure high-quality, appropriate care is delivered through the Behavioral Health provider network. Serves as coach/mentor/trainer to staff providers, giving guidance in best practices, troubleshooting of medical services and operations issues in priority of urgency.

ESSENTIAL JOB DUTIES/RESPONSIBILITIES:

  • Leads major clinical and quality management components of JenCare’s Behavioral Health services with focus on value-based care.
  • Develops objectives, key results, and quality goals for the Behavioral Health program.
  • Coordinates with other Medical Directors on the integration of administration and management of behavioral and physical health services; operationalizes evidence-based care delivery models, such as psychiatric collaborative care.
  • Develops comprehensive care programs for the management of adult behavioral health concerns typically treated by PCPs.
  • Develops targeted education and training for PCPs to screen for mental health and substance use disorders using evidence-based tools (e.g., AUDIT-C, PHQ-9, and GAD-7), performs diagnostic assessments, provides counseling, and prescribes pharmacotherapy when indicated, and builds collaborative care models in practices.
  • Oversees, monitors, and assists with the management of consultations and clinical guidance for contracted PCPs treating behavioral health-related concerns not requiring referral to behavioral health specialists.
  • Oversees, monitors, and assists with effective implementation of a quality improvement/management program.
  • Works closely with the Utilization Management (UM) of services and associated appeals related to adults with mental illness and/or substance use disorders (SUD).
  • Collaborates with provider engagement personnel to ensure high-quality, appropriate care is delivered through the Behavioral Health provider network.
  • Establishes and maintains relationships with providers, advocates, and other key stakeholders by maintaining open and ongoing communications.
  • Maintains compliance with Behavioral Health-related contract requirements and attends oversight committee meetings to ensure appropriate procedures are adhered to within care delivery.
  • Hires and supervises additional Behavioral Health team members, as needed.
  • Facilitates data collection for ongoing assessment of quality goals; shares data with JenCare leaders.
  • Collaborates closely with Data Analytics, Information Technology, and Population Health teams in developing programs and strategies to address Behavioral Health needs at a population health level.
  • Performs other duties as assigned and modified at manager’s discretion.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Current, relevant, and substantial knowledge of areas related to health center licensing and operations, e.g., legal/regulatory, administrative, policy, protocols, and other clinical issues, especially within a managed care environment, strongly recommended
  • Knowledge and understanding of supervision agreements and regulations
  • Demonstrated ability to work effectively independently and as part of a team, in collaborative settings, required
  • Excellent written and verbal communication skills required
  • Understands and is committed to maintaining highest level of confidentiality
  • Demonstrated ability to provide leadership to staff and to build the trust and respect of patients, staff, colleagues, external contacts, and other medical team members
  • Able to motivate staff; promote team building; assume leadership role within clinical arena
  • Able to select, hire, develop, and performance manage other clinicians
  • Excellent problem-solving skills required, including creativity, resourcefulness, timeliness, and technical knowledge related to analyzing and resolving medical/administrative problems
  • Sensitivity to needs of culturally and linguistically diverse patient and employee population
  • Excellent emotional coping skills, adequate to confront difficult emotional situations and emotional responses of others
  • Demonstrated ability to utilize computer technology and to willingness to develop and adapt to the evolving technological requirements of modern medical health center practices required
  • Proficient in Microsoft Office Suite products including Word, Excel, PowerPoint and Outlook, database, and presentation software
  • Ability and willingness to travel locally, regionally and nationwide up to 25% of the time
  • Spoken and written fluency in English
  • This job requires use and exercise of independent judgment

Education and Experience criteria:

  • Board certification, or Board eligible, in Psychiatry or psychiatric/mental health nursing is required, board certification in Internal/Family/Osteopathic medicine preferred
  • Current, valid license to practice medicine including DEA license required
  • Experience, with a demonstrated record of success, supervising providers and other clinical staff
  • Experience providing services and exercising leadership in a culturally and linguistically diverse setting
  • Experience working within a managed care environment strongly preferred
  • Basic Life Support (BLS) certification from the American Heart Association (AMA) or American Red Cross required w/in first 90 days of employment
