Duties Summary

This recruitment is for a part-time temporary contract position with the Mass Transit Agency, not to exceed 19 hours a week.

This position performs mystery riding on Hele-On and Hele-On Kako’o transit vehicles in regular clothing and report on the quality of service being provided by the Hele-On transit operations contractor, specifically monitoring compliance with the Americans with Disabilities Act (ADA), monitoring compliance with the contract with the County of Hawai’i and monitoring customer service. Island-wide starting points with riders beginning in Hilo, Kailua-Kona, Waimea, Hawi, and Pahala.

This position is exempt from civil service.

Examples of Duties

  • Ride Hele-On and Hele-On Kako’o transit vehicles in regular clothing and report on the quality of service being provided by the Hele-On transit operations contractor, specifically monitoring compliance with the Americans with Disabilities Act (ADA), monitoring compliance with the contract with the County of Hawai’i and monitoring customer service.
  • Specific items to monitor include calling out bus stops in accordance with the ADA call out list, ensuring the wheelchair lift is working and ensuring that proper customer service is provided to persons with disabilities.
  • Ride at least a minimum of ten (10) bus trips a week on a random basis during Hele-On transit operations hours.
  • Submit reports no later than Friday to the Transit Program Manager at 5:00 p.m., Hawai’i Standard Time on a form prescribed and developed by the Transit Program Manager.
  • Comply and summarize mystery rider reports on a monthly basis for presentation to the United States Department of Justice and/or the Mass Transit Administrator by the end of the following month after services provided at 5:00 p.m., Hawai’i Standard Time on a form prescribed and developed by the Transit Program Manager.
  • Other related duties as directed.

Minimum Qualification Requirements


Preferred Qualifications:
  • Ability to work anytime, seven days a week between 3:30 a.m. and 2:30 a.m., the following day, not to exceed 8 hours a day, 19 hours a week and ride buses in a seated position for that duration, and
  • Ability to work independently with minimal supervision, and
  • Ability to pay attention to detail and follow directions from Agency management, and
  • Exceptional written and verbal communication skills, and
  • Proficient with standard office computer software; experience with standard office equipment, and
  • Understanding of the Hele-On transit system including reading maps and schedules is desirable.
